Dear Mr. Tao:
Terracon has prepared this Work Plan NQA-08 for the Love’s Travel and Convenience Store
(Love’s) facility in Green River, Utah at the request of the Utah Department of Environmental
Quality (UDEQ) Petroleum Storage Tank (PST) Fund Program. The objective of this Work Plan
is to mobilize to the site to segregate and thin spread the impacted soil stockpile and return
on a second mobilization to collect a composite soil sample from the thin spread stockpile on
the site (landfarm).

1.0 WORK PLAN TASKS
Task 1: Work Plan, Budget, and Preliminaries
Task 1 comprises development of this Work Plan and Budget, including coordination with
UDEQ, excavation contractors, and Love’s Travel Stop representatives to schedule the field
activities.

Task 2: Stockpiled Soil Segregation Event
Terracon will mobilize to the site to direct and observe the segregation of the soils previously
determined to continually exceed regulatory screening levels. A subcontracted licensed
remediation contractor will remove the soils determined to remain below screening levels
(Exhibit 1, Sample Zones 1 to 5) from the lined stockpile area. The remaining soils (Exhibit
1, Sample Zone 6) will then be thin spread throughout the berm area to allow for aeration. A
new plastic liner will be laid down within the berm, as needed, prior to thin sprea ding Zone 6
soils. It is anticipated that the removal of the five sample zones and thin spreading of the
remaining soil will take up to two days, including round trip travel. The remediation contractor
will properly excavate the entire stockpile in such a manner as to ensure careful removal of
the stockpile section to not damage the visqueen liner as the soils are relocated and thin
spread, however the plastic liner is becoming brittle with age and will be replaced as needed.
No samples will be collected during this segregation event.

Task 3: Impacted Stockpile Soil Sampling Event
Terracon will return to the site within approximately six months to collect a soil sample to
evaluate the condition of the segregated stockpile that continued to exceed the screening
level. Terracon will collect one 5-point composite soil sample from remaining stockpile to
document the concentration of petroleum hydrocarbons. The sample will be collected using
Terracon Standard Operating Procedures (SOPs) for sample collection . The composite soil
sample will be submitted under chain-of-custody protocols to Chemtech Ford Analytical
Laboratory for analysis of TPH-DRO under standard turn-around time.

Task 4: Project Documentation, Report, and PST
Claims Management
Terracon will document the work performed at the site in a letter report that will include the
analytical results of the soil samples and the laboratory analytical report. Task 4 also includes
time to generate the PST Fund invoice and coordination to complete the invoice with the client
and UDEQ.

The DERR has asked us to separate the soils in the Love’s
Green site soil stockpile. The majority of soils will be
removed from the bermed area and thin-spread in the area
by the stockpile.
One section of soil was slightly above the ISL and will
remain in the berm area and thin-spread – see purple area
on attached Exhibit. That will be thin-spread in the berm
and allowed to aerate.
Can you provide a cost to move the majority of soils in the
berm to the land in that area and then thin-spread a small
section that will remain the containment area?
Estimated for 2 days with loader and operator.
