Subject:Permanent Operating Permit, Lime Kiln Spring Redevelopment (WS001);
Wales Town, System #20010, File #12401
Dear Wendle Roberts:The Division of Drinking Water (the Division) received your request for a Permanent Operating Permit (POP) for the Lime Kiln Spring Redevelopment Project on March
18, 2025. The Temporary Operating Permit (TOP) for this project was issued on January 4, 2022. The TOP included conditions that required the Town to submit 3 years of spring flow data
before March 31, 2025. The required spring flow data was submitted with your POP request. Our understanding of the project is that the existing Lime Kiln Spring collection area wasreplaced
with new collection piping, drain gravel, 40 mil polyethylene liner and 3 feet of relatively impervious soil on top of the polyethylene liner. Two of the existing spring collectionboxes
were reused and one spring collection box was replaced. The Lime Kiln Spring is identifiedas WS001 in the Division’s database.
We have received the following information for the Lime Kiln Spring Redevelopment Project:
Lime Kiln Spring flow data for 3 years, including 2022, 2023 and 2024.
Permanent Operating Permit for Lime Kiln Spring (WS001)
We have determined that all conditions of issuing a PermanentOperating Permit have been accomplished. On this basis, a Permanent Operating Permit for the Lime Kiln Spring Redevelopmentis
hereby issued as constituted by this letter.
Please maintain a copy of this letter with your permanent records for future reference.The safe yield of Lime Kiln Spring (WS001) is determined to be 28.3 gallons per minute (gpm) based
on the spring flow information we received. The summary table attached to this letter shows the reported monthly flow rates in gallons per minute, along with the 3-year monthly averages.
The 25th percentile used for the safe yield has been calculated with the monthly averages. This yield is the basis for determining the maximum number of connections that the Lime Kiln
Spring can serve.The issuance of this Operating Permit resolves your water system’s deficiency related to violation S001, Unapproved Source in Service. An updated IPS report isavailable
at https://waterlink.utah.gov. Please contact Jennifer Yee at (385) 515-1501 or jyee@utah.gov for questions related to your water system’s IPS report or deficiencies.
