I’d appreciate your clarification on a few points before continuing with the review. Protected Aquifer Classification It was mentioned that 35 ft of clay is present. I assume this is referring to the 55-90 ft section of the lithologic log for the Blue Sky Ranch Well 3. The description of this section is very vague and lacks detail indicating that the material contains sufficient amounts of clay. In the past, source protection staff have agreed that a material described as containing 70% or more clay meets the intent of our rule. Do you have any additional data to support that there's 30 feet of clay? I assume that the Oyster Ridge Well received protected aquifer status because of the high clay content layers from 270-290 ft and 320-330 ft bgs described in its lithologic log. Because the grout seal for this well extends to 360 ft bgs, source protection staff were able to concur with a protected aquifer status. I do want to point out that even if this source can not receive protected aquifer status, there will be very little affect since the size of zone 2 is so similar to zone 1. Transmissivity The transmissivity was reported as 60 sqft/day. A time-drawdown plot and pump data were provided but I'm having trouble determining how 60 sqft/day was calculated from this information. Could you please provide details on how you arrived at this value? The cuttings from 65 to 90 feet appear to be over 70% clay, while the cuttings from 55 to 70 feet are about 50% clay. Also, here is a screenshot of the geophysical logs showing two gamma radiation peaks between 70 and 90 feet as well. Gamma spikes to ~60 API units at approximately 71 and 84 feet. In the construction report for Blue Sky Well 3 (Loughlin 2024b), we used the Cooper and Jacob method to estimate the transmissivity of the aquifer at the Blue Sky Well 3 (60 ft2/d). Based on the information provided there is not enough evidence to meet the intent of the R309-600-6(1)(x)(i). Therefore, this source will be classified with unprotected aquifer status. As I had mentioned, the extent of zone one and two are extremely similar and therefore this change should have little effect. I will adjust this information accordingly in Waterlink, so no need to resubmit a corrected plan. I have completed my review of your DWSP plan and will be able to concur once I receive confirmation that Summit County Health Department has received a copy of the protection zones for their zoning ordinance purposes. Please email a pdf copy of the protection zones to Summit County and CC me. Once I see that this information was shared, I will draft a concurrence letter.
