INTRODUCTION During fuel delivery on May 10, 2023, the diesel underground storage tank (UST) was overfilled and diesel fuel was released into the tank basin. The release was reported to DERR and release code OHS was assigned to the site. SITE DESCRIPTION The site is an active gas station and convenience store on the southwest corner of the 300 North/ 3000 West intersection in West Point, Utah. The USTs are located on the north side of the property. A site map is provided as Figure 1. Water and electrical lines enter the site from the north side of the site and sewer and communication lines enter from the east side. A storm drain runs east-west between the canopy and the tank basin. Figure 1 shows the locations of utility lines. METHODOLOGY The release area was investigated in October 2023. Four borings were advanced around the tank basin in which monitoring wells were installed. Direct Push Services was employed as the drilling contractor under the supervision of a Rockwell Solutions representative. Five-foot soil core samples were collected continuously from the direct push borings. A portion of the soil core was put in a zip-lock baggie to allow hydrocarbons to volatilize. The sample with the highest PID reading or the soil interval above the apparent water table in each boring was submitted for laboratory analysis of MTBE, benzene, toluene, ethylbenzene, xylenes, naphthalene (MBTEXN) total petroleum hydrocarbons-gasoline range organics (TPH-GRO) using EPA Method 8260 and TPH-diesel range organics (TPH-DRO) using EPA Method 8015. Monitoring wells were installed in each boring with ten or fifteen feet of 0.010-inch screen. The wells contain a silica sand filter around the screen and a bentonite seal above the screen. A flush grade well protector was installed at the surface. The top-of-casing elevation at each well was measured to the nearest 0.01 foot using a transit level. Monitoring well construction diagrams are attached. The monitoring wells were developed and a groundwater sample was collected from MW-2, MW-3, and MW-4 with a disposable bailer. No sample was collected from MW-1 as approximately 0.02 inches of free product were present. Groundwater samples were submitted for laboratory analysis of MBTEXN and TPH-GRO using EPA Method 8260, and TPH-DRO using EPA Method 8015. RESULTS Soil Type Soil type was evaluated during the subsurface investigation by field analysis of soil samples. MW- 1 was installed in the pea gravel backfill of the tank basin. The native soil at the site generally consists of silty sand to approximately nine or ten feet below grade (bg), underlain by a four-to-five- foot layer of silty clay. A sand layer begins at approximately fourteen to sixteen feet bg and extends to at least twenty feet bg. Boring logs are attached. Soil Analytical Results Table 1 lists the analytical results of the soil samples collected during the subsurface investigation. in September 2023. All concentrations are below Initial Screening Levels (ISLs). Note that the native soil at MW-1 was not encountered until sixteen feet deep. Therefore, no soil sample was collected near the soil/groundwater interface. The laboratory analytical reports and chain-of- custody records for soil samples collected during the subsurface investigation are attached. PID readings are shown on the boring logs. Groundwater Analytical Results Table 2 lists the analytical results of the groundwater samples collected during the subsurface investigation. Free product was present in MW-1 and the sample from MW-4 exceeded the ISL, but not the Tier 1 level for TPH-DRO. No hydrocarbons were detected in MW-2 or MW-3. The laboratory analytical reports and chain-of-custody records for groundwater samples collected during the subsurface investigation are attached. TIER 1 CRITERIA Land Use The site is located in a mixed residential/commercial area. The nearest residence is located approximately 200 feet west of the tank basin. The exact depths to the utility lines are not known, but are estimated to be approximately two to three feet. The utility line that runs closest to the known contamination is the storm drain line that runs approximately fifteen feet south of the tank basin. Receptors A well search of the Water Rights database indicates three water rights are located within 500 feet of the site. See Figure 3. The nearest water rights are water wells approximately 275 feet north and northeast of the tank basin. The well to the north was owned by West Point City and was abandoned in 2002. The 747-foot deep well to the northeast was drilled in 1936 and no current information exists. It may have been destroyed. The water right to the east is listed as an “underground water drain” for irrigation. Based on the proximity of the storm drain, the property boundary, and other potential receptors, Initial Screening Levels apply to this release. CONCLUSIONS AND RECOMMENDATIONS Free product is present in the tank basin. Groundwater contamination has migrated outside of the tank basin, but the extent of contamination has not been defined to Initial Screening Levels. Soil contamination was not found, but may exist at the groundwater interface zone immediately around the tank basin. Rockwell Solutions recommends defining the extent of groundwater contamination and using a vac truck to remove free product and contaminated groundwater from MW-1, which is located in the pea gravel of the tank basin.
