Notice of Intent – Washington County
Your Notice of Intent dated March 6, 2025, to relocate a portable generator to the temporary
project for Western Rock Products’ Sorenson Pit, located five miles east of Washington City on
Telegraph Road, near St. George, Utah, was received by the Utah Division of Air Quality (DAQ)
and has been reviewed.
The following equipment has been approved for operation for this temporary project:
Cat C32 1502 generator
The State of Utah has permitted portable equipment for Staker Parson Companies on the Approval
Order (AO) DAQE-AN115180014-15, dated July 6, 2015. The above relocation address is a
permitted aggregate facility with established emission and production limits. All equipment
operating at this site must be in accordance with the current AO for this site
DAQE-AN109070001-22, dated March 31, 2022. The operation hours of the referenced
temporary generator when combined with the permanent generators hours of operation shall not
exceed the 12-month total engine hours of Condition II.B.1.d of this AO.
Approval is granted to relocate and operate this equipment at the new location for a period not to
exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the
operation of equipment at this temporary site may be for up to 180 working days in any calendar
year not to exceed 365 consecutive days, starting from the initial relocation date.

The owner/operator shall maintain records of the actual operation hours, days, and production
rate, of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction
requirements for additional information.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

Thank you for your call this morning. I’ll put into writing what we discussed:
First, I know you and Chad Gilgen were concerned about the generator hours at Sorenson Pit as we had discussed
exceedances in summer 2024. Chad had approved exceedances to the generator hours in an email during this
correspondence and recommended working with the NSR group to update the site AO and increase the hours. Staker
Parson has been working with a consultant to do a complete overhaul of the Sorenson AO since September 2024 and we
are very close to submitting an NOI application. This would greatly increase generator hours among other things.
The crushing equipment that was approved in DAQC-708-24 was removed from the site in October 2024 and will not be
back for some time. The generator I requested a TRP for on 3/6/25 would be solely powering preexisting aggregate
equipment onsite that is covered on the current Sorenson AO. As the generators on DAQC-708-24 have since been
removed, this generator would be brought in to power an unrelated project, not add to the list of generators approved on
the previously mentioned TRP.
Lastly, it seems that I had submitted the TRP application on 3/6/25 as an amendment to a current TRP, not a new TRP
application as I intended. This was a mistake, and I apologize for any confusion this may have caused.
