On October 8, 2024, DAQ received a Relative Accuracy/Performance Specification Test (RA/PST) report
for the Tesoro Logistics Truck Loading Racks Vapor Recovery Units A and B in Salt Lake City, UT.
Testing was performed on September 12, 2024, to determine the relative accuracy of the VOC monitoring
systems. The DAQ-calculated test results are:

DEVIATIONS: No deviations were noted in this report.
CONCLUSION: Tesoro Logistics operates the continuous emissions monitors
(CEM) on the VRU A and VRU B stacks to measure VOC
emissions. The CEM was audited by the DAQ and found to meet
quality assurance requirements found in 40 CFR Part 60,
Appendix B, Performance Specification 1, and R307-170,
Continuous Emission Monitoring System Program. Quarterly
cylinder gas audits and an annual relative accuracy test audit
were conducted in accordance with the procedures outlined in
UAC R307-170.
RECOMMENDATION: The Tesoro Logistics VRU A and VRU B CEM systems were
operating as required in R307-170 and 40 CFR 60.13 at the time
of this evaluation.

Introduclion
1.0 Introduction
Alliance Technical Group, LLC (Alliance) was retained by Marathon Petroleum Logistics (Marathon) to conduct
performance specification @S) testing at the Tesoro Logistics Operations LLC (Tesoro) facility in Salt Lake Ciry-,
Utah. Portions of the tacility are subject to provisions of the 40 CFR 60 Appendix B, PS 8, 40 CFR Part 63, Subpart
CC and the Utah Department of Environmental Quality, Division of Air Quality (llDAQ) Title V Permit No
3500008002. Testing included conducting a relative accuracy test audit (RATA) to determine the relative accuracy
1RA) of the non-methane hydrocarbons (NMHC) contrnuous emissions monitoring systems (CEMS) serving two (2)
Vapor Recovery Units (VRLD designated as VRU A and VRU B.
l.l Process/ControlSystemDescriptions
Two (2) Continuous Vapor Processing Systems (CVPS) are used to collect the vapors displaced during product
loading at the truck loading rack (TLR). The vapors are transported tkough airtight collection systems to VRU A
and VRU B for total volatile organic compound (TVOC) emissions control. Emissions fiom the carbon adsorption
vapor collection and processing systems shall not exceed an average of l0 milligrams of volatile organic compounds
per liter ol gasoline loaded 1mg/L) over a three-hour period. Compliance with this parameter will be demonstrated
by maintaining operation at less than the established operating limit of I 1,000 ppm ofl VOC.
VRU A and B are each equipped rvith a non-dispersive infrared OfDIR) CEMS to measure NMHC emissions on a
wet basis as propane. The CEMS are Intiared Industries IR8400D analyzers with a NMHC span of 0-5% and
Methane span of 0-20%.

2.0 Summaqr of Results
Alliance conducted PS testrng at the Tesoro facility in Salt Lake City, Utah on September 12 and 13, 2024. Testing
included conducting a RATA to determine the RA of the NMHC CEMS serving VRU A and VRU B.
Tables 2-l and 2-Z provide sunuuries of the RA results in comparison to the applicable RA requirements. Any
difference between the summary results listed in the following tables and the detailed results contained in
appendices is due to rounding for presentation.

Testing Methodology
3.0 Testing Methodologr
The emission testing program was conducted in accordance with the test methods listed in Table 3-1. Method
descriptions are provided below while quality assurance/quality control data is provided in Appendix B.
Table 3-1: Sounce Testing Methodologr
3.1 U.S. EPA Reference Test Method 25B - Non-Methane Hydrocartons
Non-methane hydrocarbon OIMHC) concentration was continuously monitored at the VRU outlets in accordance
with Method 25B as described in Appendix A. In this Method a gas sample was continuously exftacted from the
VRU exhaustthrough a Teflon sample line (unheated) and glass fiber filter to a non-dispersive infra-red analyzer
(NDIR). The concentrations of CHa were continuously recorded and at one-minute intervals on a data
acquisition system @AS).
The NDIR system response time was determined, as required in Method 25B, and was considered in
corresponding the CHa readings with the exhaust volumetric flow rate readings over each averaging period.
The NDIR system response time were less than one minute. A response time correlation/correction was not
applied.
The NDIR analyzer utilized for the test program was a CAI 100 which is capable of simultaneously measuring
CFIr concentrations. The atalyzer was calibrated with propane at three concentrations (25-35Yo, 45-55yo and 80-
90Yo of range) within the respective ranges utilized. Calibration drift was checked at approximately one-hour
intervals during each test run using mid-level (45-55% of analyzer range) calibration gas standards of propane and
methane.
For the initial calibration error test, an EPA kotocol/Primary Standard propane calibration gas standard of
approximately 80% of analyzer range was introduced to the sample probe to calibrate the CHq channels of the
Method 2513 analyzer. This was followed by the introduction of an EPA ProtocoUPrimary Standard propane
calibration gas standard of 45-55%o and 25-35oh of analyzer range. The resulting ar.alyzer responses were within
5% of the respective calibration gas and predictable values. Next, the CFIa system response time was determined
by altemately introducing zero gas and the high-level calibration gas. The time was recorded fromthe concentration
change to the measurement system response is equivalent to 950/o of the step change. This procedure was
repeated until three reading are obtained and the results averaged. The quality control measures are described in
Section 3.3.
The relative accuracy of the NMHC CEMS will be determined based on the procedures found in 40 CFR 60,
Performance Specification 8.

3.2 U.S. EPA Reference Test Method 205 - Gas Dilution System Certification
A calibration gas dilution system field check was conducted in accordance with U.S. EPA Ret'erence Method 205.
An initial three (3) point calibration was conducted, using individual Protocol I gases, on the analyzer used to
complete the dilution system tield check. Multiple dilution rates and total gas tlow rates were utilized to tbrce the
dilution system to perform two dilutions on each mass flow controller. The diluted calibration gases was sent
directly to the analyzer, and the analyzer response recorded in an electronic field data sheet. A mid-level supply gas,
with a cylinder concentration within l0olo of one of the gas divider settings described above, was introduced directly
to the analyzer, and the analyzer response recorded in an electronic field data sheet. The cylinder concentration and
the analyzer response agreed within 2%0. These steps were repeated three (3) times. The average analyzer response
agreed within 2Yu of rhe predicted gas concentration. No single injection diflered more than 2oh from the average
instrument response lor that dilution. Copies of the Method 205 data can be found in the Quality Assurance/Quality
Control Appendix.
3.3 Quality Assurance/Quality Control - U.S. EPA Refertnce Test Method 25B
Cylinder calibration gases used met EPA Protocol I (+/- 2%) standards. Copies of all calibration gas certificates can
be found in the Qualitv Assurance/Quality Control Appendix.
Within two (2) hours prior to testing, zero gas was introduced througlr the sampling s!-stem to the analyzer. Atler
adjusting the analyzer to the Zero gas concentration and once the analyzer reading was stable, the analyzer value
was recorded. This process was repeated for the High-Level gas, and the time required for the analyzq reading to
reach 95 percent of the gas concentration was recorded to determine the response time. Next, Low and Mid-Level
gases were introduced through the sampling system to the analyzer, and the response was recorded when it w'as
stable. All values were less than */- 5 percent of the calibration gas concentrations.
Mid Level gas was introduced through the sampling system. After the analyzer response was stable, the value was
recorded. Next, Zero gas was introduced through the sampling system, and the analyzer value recorded once it
reached a stable response. The Analyzer Drifl was less than */- 3 percent of the span value.
A Data Acquisition System with battery backup was used to record the instrument response in one (l) minute
averages. The data was continuously stored as a t.CSV flrle in Excel format on the hard drive of a computer. At the
completion of testing, the data was also saved to the Alliance server. All data was reviewed by the Field Team
Leader before leaving the facility. Once arriving at Alliance's oft-rce, all written and electronic data was
relinquished to the report coordinator and then a final review was performed by the Project Manager.

13.2 CEMS Relative Accuracy Perfromance Specification.
The RA of the CEMS must be no grater than 20 percent of the mean value of the reference method (RM) data. 1 percent O2 or CO2.
The results are also acceptable if the absolute value of the difference between the mean RM value and the mean CEMS value is less than or equal to 1.0 percent O2 (or CO2).
