Subject: Notice of Source Reactivation; Increased Monitoring and Source Protection
Requirements for Big Plains Water SSD – Cedar Point, UTAH27089
Barratt Nielson:
This letter serves as official notification that Big Plains Water SSD – Cedar Point (the system)
may use Well No. 3 (identified as WS003 in the Division of Drinking Waters database) during
the summer months to meet demand while alternative sources of drinking water are pursued. Use
of this source warrants additional requirements in accordance with applicable portions of R309-
205 and R309-600.
Increased Monitoring
The following samples will be required to be collected from Well No. 3 (WS003). Monthly and
quarterly samples will be required during all periods that the source is in use. The Division is
requiring that all water quality samples collected from the system be collected by a
Washington County Water Conservancy District representative. A current monitoring
schedule for this source is given below, and is available to view anytime online at
waterlink.utah.gov.

Public Notice
Well No. 3 (WS003) does not meet the Combined Radium (-226 & -228) and Gross Alpha
particle activity standards as defined in R309-200-5(4). Additionally, all sample results on file
indicate that this source exceeds the Environmental Protection Agency’s (EPA) Manganese
Health Advisory Level of 0.3 mg/L. For this reason, public notice will be required each quarter
that the source is used as a source of drinking water. This will be accomplished by updating the
enclosed public notice issued on January 29, 2024, to include information about Well No. 3
(WS003).
Please continue to work with David Kruse dbkruse@utah.gov or (385)-566-7789) to fulfill
sampling and public notice requirements.
Sincerely,
Mark Berger

IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER
Big Plains Water SSD – Cedar Point: UTAH27089 Has Levels of Combined Radium
Maximum Contamination Limit Above Drinking Water Standards
Our water system recently violated a drinking water standard. Although this is not an
emergency, as our customers, you have a right to know what happened, what you should do,
and what we are doing to correct this situation.
We routinely monitor for the presence of drinking water contaminants. Testing results we
received on January 24, 2024 show that our system exceeds the standard, or maximum
contaminant level (MCL), for combined radium. The standard for combined radium is 5 pCi/L.
The average level of combined radium over the last year was 7 pCi/L.
What should I do?
•You do not need to use an alternative (e.g., bottled) water supply. However, if you
have specific health concerns, consult your doctor.
What does this mean?
This is not an immediate risk. If it had been, you would have been notified immediately.
However, Radium is a naturally occurring radioactive element, and its presence in drinking
water can present a significant risk to public health. Long-term exposure to radium is associated
with an increased risk of cancer, particularly bone cancer. The radiation emitted by radium can
damage cells and their DNA, potentially leading to the development of cancerous cells.
Therefore, regulatory standards are in place to limit radium levels in drinking water and protect
public health. Regular monitoring and appropriate water treatment are essential to minimize
exposure and ensure the safety of the drinking water supply.
What happened? What is being done?
We are working with the Department of Environmental Quality- Division of Drinking Water to
evaluate the water supply and researching options to correct the problem. These options may
include treating the water to remove the combined radium or connecting to Big Plains Water
SSD - Apple Valley: UTAH27069 water supply. We are working to secure additional funding to
help complete one of the two options, additional information on the solution to the issue will be
released as it becomes available.
For more information, please contact Barratt Nielson at 435-877-1190 or 1777 N Meadowlark
Dr, Apple Valley, UT, 84737.
Please share this information with all the other people who drink this water, especially
those who may not have received this notice directly (for example, people in apartments,
nursing homes, schools, and businesses). You can do this by posting this notice in a
public place or distributing copies by hand or mail.
