Re: Geneva Rock Products, Inc. – Temporary Relocation/Operation, Notice of Intent – Morgan
County
Your Notice of Intent dated March 4, 2025, to relocate a portable generator to the temporary
project for Geneva Rock Product's Morgan Aggregate Plant, located at 970 West Old Highway
Road, Utah, was received by the Utah Division of Air Quality (DAQ) and has been reviewed.
The following equipment has been approved for operation for this temporary project:
Cat Twin Tier 4i 708 hp generators
This equipment has been permitted for portable operation in the State of Utah by the Geneva Rock
Product Inc.’s portable Approval Order (AO) DAQE-AN110420003-21, dated March 17, 2021.
This location is a permanent site with established operating conditions for generators. All
generators operating at this location shall be compliant with the diesel-fired generator conditions
of the Morgan aggregate AO AN142340003-19 dated November 26, 2019. The operation hours
for each engine shall be limited to 3,000 hours per rolling 12-month period as per II.B.6.a.A. The
opacity limit and the diesel fuel consumption limit shall be in accordance with Conditions
II.B.6.b, II.B.6.c, and II.B.6.c.1.
The owner/operator shall maintain records of the actual operation days of the above referenced
equipment at this relocation site and have the ability to submit the information to the DAQ upon
the request of representatives of the director. Please make certain that the plant operator is aware
of all the location specific requirements for this site and the conditions of the aforementioned AO.

This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

Hi Susan,
Good ques ons—I should have clarified.
Our permanent AO includes two generators: one large and one very small. The main large generator broke down and
is unrepairable, so it has been removed from the site.
The two generators listed on the TRP are rentals that will operate together to perform the same func on as the
original large generator. In the mean me, Geneva Rock is ac vely searching for a suitable larger replacement.
Regarding opera ng hours, how would you like us to proceed? We can track both rental generators, but since they
will always run simultaneously and have significantly lower emissions (as Tier 4i generators) than the original unit,
their combined impact is smaller than the original unit.

Hello Grant, Chad has asked me to get more information on how the requested relocated generator will be operated. In
addition, the current AO for the Morgan facility establishes hourly limits on the two permanent generators. Will the
relocated generator be operated simultaneously with these engines? Thanks
