Subject: Amendment for Nitrate Blending & MCL Compliance Strategy, #2 East Well
(WS001); Emergency Source Designation, Decreased Monitoring for Moroni City,
UTAH20013
Brennen Kayden Russell:
It is the Division of Drinking Water’s (the Division) understanding that following the issuance of
an Operating Permit for Well #4 (WS008), Moroni City no longer intends to use #2 East Well
(WS001) as part of normal operations in the culinary system. The #2 East Well (WS001) has
nitrate concentrations consistently over the Maximum Contaminant Level (MCL) allowed for a
public drinking water system. For this reason, a blending plan was approved on August 21, 2020.
With Well #4 (WS008) capable of providing consistent water low in Nitrates, the #2 East Well
(WS001) is no longer needed to meet demand and has been designated as an emergency source.
Although still plumbed into the culinary system, the #2 East Well (WS001) will be used
exclusively for irrigation needs during normal operations.
The system is configured so that #2 East Well (WS001), the No 3 West Well (WS007) and Well
#4 (WS008) all flow into the 600K Tank (ST002) prior to serving any connections. The Existing
SCADA programming has been modified so that the #2 East Well (WS001) cannot operate
independently, ensuring that if an emergency arises and necessitates the use of the well, it will be
adequately blended with the remaining sources in the 600K Tank (ST002).

This changes the monitoring and reporting requirements of the system. The new reduced routine
monitoring requirements for #2 East Well (WS001) are given below:
If a situation arises where the #2 East Well (WS001) is placed into the culinary system Moroni
city must:
1. Notify the Division of Drinking Water within 24 hours
2. Collect two (2) Nitrate samples: One at #2 East Well (WS001), and one at the outflow of
the 600K Tank (ST002).
Please note that the 600K tank has been given a sampling point ID of SS250. Please label all
samples collected at the outflow of the 600K tank as SS250 as both the facility ID and sample
point ID on laboratory paperwork.
