A petroleum release from a leaking dispenser was reported to the Division of Environmental Response
and Remediation (DERR) on March 28, 2024. The release was reported to the DERR based on an
observation made by a DERR representative on a routine compliance inspection. The extent and degree
of contamination has been fully defined and a No Further Action (NFA) review is hereby requested.

Release History and Current Property Use
The site is an active gas station in West Valley City, Utah. The fueling system consists of one
8,000-gallon and one 12,000-gallon underground storage tanks (USTs) that contain gasoline. There
are two dispensers at the site. During a DERR site inspection on March 27, 2023, gasoline was
observed dripping from a newly installed O-ring on the meter at dispenser 1 / 2. The new meter
had been installed less than one week prior to the inspection. The dispenser was shut down and
Petroleum Equipment Company replaced the O-ring. A site map is provided as Figure 1.
There is already an open release (NOU) at the site associated with a previous owner. The old
release is an ongoing investigation.
When new sampling was compared with historic sampling, elevated levels of some contaminants
were located down gradient of where the OKG release occurred. The spike in contamination levels
was used to delineate the new release from the old.
Nature and Extent of Contamination
The most recent sampling conducted for the former release indicated the presence of Benzene and
TPH-GRO above the respective Tier 1 Screening levels in MW-2A. No other Tier 1 exceedances
were noted in any of the other wells sampled.
During the initial round of groundwater sampling associated with OKG, ISL exceedances were
discovered in both wells for Benzene with a much higher concentration in MW-8A. MW-8A also
exceeded the ISL for TPH-GRO. No Tier 1 exceedances were observed.
During the subsequent sampling event, all concentrations had lowered but Benzene was still above
ISL. Benzene concentrations in MW-8A were fivefold lower than the initial sampling. Monitoring
well MW-9A was not sampled again due to the low initial concentrations.
Actions Taken to Eliminate or Control the Source of Contamination
No remedial action has been taken at the site.
Impact of Remaining Contamination on Public Health and the Environment
Groundwater Ingestion Exposure Pathway
This is the main concern for the closure of this release as there are multiple groundwater
wells located within the Tier 1 500-foot radius of the release. The contamination is quite
low in MW-8A so the risk is not great but the pathway must be considered since it is
complete.
There are also both a high-pressure municipal water line and a municipal sewer line located

offsite but within the 30-foot Tier 1 guidelines. After reading peer reviewed material there
is some evidence to suggest high pressure water lines are resistant to lower levels of
petroleum contamination influence. Both of these underground lines are of some concern
with respect to this and the former release.
Soil Leaching-to-Groundwater
Soil sampling at the site has not been conducted in quite some time. While this is an issue,
the responsible party for the former release will be responsible for soil and groundwater
confirmation sampling. At that time, the DERR will check to make sure no pathways are
complete with respect to soil leaching to the groundwater.
Vapor Intrusion-to-Indoor Air Exposure Pathway
There are no buildings overlaying the remaining contamination, therefore this pathway is
incomplete.
Surface Soil Exposure Pathway: Dermal Contact, Particulate Inhalation and Ingestion, and
Construction Worker
There are no petroleum contaminated soils exposed to the surface, therefore this pathway is
incomplete.
Economic Considerations and Cost-Effectiveness of Cleanup Options
With remaining contamination concentrations so low it is not cost effective to try and remove or
remediate the contamination. If contamination is discovered in another part of the site during the
remaining investigation for the NOU release, it will be the responsibility of that responsible party
to deal with said contamination. This release was evaluated based on the direction historic
contamination traveled. Remediating what contamination is left would be a large economic strain
on the current property owner.
Technology Available for Cleanup
In-situ remediation could be considered to clean up the remaining contamination, but this method
is not cost effective. It should be mentioned that natural processes will likely breakdown whatever
contamination related to the OKG release is located at the site in the future.
