UT2300478 Dear Mr. Hansen:
In accordance with GWQDP Part I.H.13, EnergySolutions hereby submits the results of
the annual location survey of all groundwater withdrawals for consumptive use within a one-mile radius of the Clive waste management facility boundary. A water right “radius” search was performed using the online Utah Division of Water Rights (UDWR) Point of Diversion Query Program. The radius input was set at 10,560 feet (2 miles or 3.2
kilometers) from the center point of Section 32, Township 1 South (T1S), Range 11 West
(R11W) Salt Lake Base and Meridian (SLBM). The search identified two water rights: 16-917 and 16-919, both held by Clean Harbors and associated with a production well at the Clean Harbors Clive facility. The well is located approximately 1.4 miles west of EnergySolutions’ facility.
This water rights search documents that no groundwater withdrawals are located within a one-mile radius of EnergySolutions’ Clive facility, fulfilling the requirements of the GWQDP. A location map for the 2-mile-radius search and details of the Clean Harbors water rights (16-917 and 16-919) are provided in Attachment 1.
License condition 12.3 of Radioactive Materials License UT2300478 requires an annual survey of domestic and agricultural wells within a 3.1-mile (5-kilometer) radius around the Clive facility. A larger scale survey using a radius criterion of 21,120 feet (4 miles or 6.4 kilometers) from the center point of Section 32, T1S, R11W, SLBM yielded five
water rights. In addition to the Clean Harbors water rights discussed above, current water
rights in this area are held by the Skull Valley Company Ltd., Morrison-Knudsen Engineer Inc., the State of Utah, and EnergySolutions LLC. A location map and details of each water right from the 4-mile-radius search are provided in Attachment 2.

The EnergySolutions LLC water right (16-772) is associated with a 352-feet deep production well located in Section 18, T1S, R11W, SLBM. In 2024, approximately 4,470,900 gallons of groundwater were pumped from this well for dust suppression and application during soil and waste compaction at the EnergySolutions Clive waste
management facility. A copy of the 2024 water usage report for this well submitted to
the UDWR is provided in Attachment 3. Clean Harbors Clive facility water right (16-917) is a relatively new water right approved on March 4, 2021. It is associated with a production well known as Clive Well #3, which
is located 73 feet north and 286 east from the southwest corner of Section 36, T1S, R12W, SLBM. The water right volume is 11.2 acre-feet; the water is reportedly treated by reverse osmosis for use as process and fire-suppression water. The record for water right 16-917 lists Clive Well #3 as 8-inch diameter with a total depth of 500 feet. However, the record for lapsed water right 16-796 lists Clive Well #3 as a 12-inch
diameter well completed to a depth of 610 feet in October-November 1992. Water right 16-796 also documents that Clive Well #3 was plugged at a depth of 425 feet in January 1997. The reason for this action was the deeper water was more saline than water at shallower depths. Water right 16-796 lapsed on October 31, 1998.
Clean Harbors Clive facility water right (16-919) is also a relatively new water right approved on May 7, 2021. It is associated with the same well as water right 16-917. The water right volume is 100 acre-feet, and the use is listed as fire protection and processing. The Skull Valley Company Ltd. water right (16-190) corresponds to a well used in
livestock management. This 6-inch diameter well is 293 feet deep and is located 156 feet south and 800 feet east from the northwest corner of Section 36, T1S, R11W, SLBM; which is at least three miles from the northeast corner of the EnergySolutions facility. Production from the Skull Valley Company Ltd well was not provided in the UDWR
records; however, a flow rate of 0.0337 cubic feet per second (approximately 17 gallons
per minute) was listed. The Morrison-Knudsen Engineer Inc. water right (16-761) corresponds to a well held in this name by the company’s client AMAX. It is an 8-inch diameter well with a depth of
452 feet that was drilled in 1987, and the water right has been expired since 1988. After
the submittal of the 2023 Groundwater Withdrawal Survey, it was added to the UDWR database. It is located 1200 feet south and 200 feet west from the northeast corner of Section 13, T1S, R12W, SLBM; which is at least 2 miles from EnergySolutions facility. No production data was provided for this well but a flow rate of 0.45 cubic feet per
second was listed (approximately 202 gallons per minute).

The State of Utah, School and Institutional Trust Land Administration water right
(16-702) is an earthen impoundment with a surface runoff source located 700 feet north and 770 feet east from the southwest corner of Section 10, T2S, R11W, SLBM, located more than two miles from the southeast corner of the EnergySolutions facility. The water right volume is 0.1 acre-feet.
