NARRATIVE: Inspectors arrived at the facility and met with both Justin Bauer, Senior Manager of Environmental Compliance, and Adam Heal, Branch General Manager. We were shown to a conference room and explained the purpose of our visit was both to understand the facility better and to understand an upcoming modification to the fence at the facility. We decided that a walk-through tour of the facility would be a good way to start the visit and discuss any concerns or questions as they arose. We then went outside of the main building to the north-west side of the property. Along this north side is a chain link fence that had previously been used as the north boundary of the facility but has become obsolete due to the acquisition of the property directly north and will be removed to open up the area. No actions have been taken to begin the removal of the fence as of the time of the inspection and no clear timeline has been established by the Safety-Kleen team. We were then shown a metal shed that is permitted to hold hazardous waste on the West side of the property. No waste was currently being stored here, and we were told that it hasn’t held any for some time. There were solvent products stored inside but inspectors noticed the absence of a spill kit. A spill kit was added during the inspection. On the south side of the facility there are three above ground storage tanks. One of these is permitted to hold spent parts washer solvent. The hazardous waste is then cleaned out approximately every 6-8 weeks. We asked when the last time the tank had been emptied and cleaned for inspection. Justin provided this information via email after the inspection and is included in Attachment 2. Inside of the main building is where some of the spent parts washer solvent is stored as well as their 10-day transfer waste from other facilities. Walking through the aisles of the 10-day transfer waste, inspectors noticed that some of the generator labels showing accumulation start dates were missing. Justin explained that it is typical that when the waste is picked up for transport, a new hazardous waste label is printed and put on the waste. This helps Safety-Kleen and Clean Harbors to have a uniform method of tracking the waste and ensuring it is DOT compliant. We decided to look at the manifests for some of the drums that were currently being loaded to leave the facility. (See Picture 01) The manifest tracking number that was on the drum was 017010459FLE. The generator of the waste was listed as SKF USA Inc. in West Valley City, UT. We then proceeded back to the conference room where Justin was able to show us the information on their internal tracking website WinWeb. He pulled up the manifest and everything looked good including the waste profile CH807281 which had been signed by the generator. Justin then continued to show us some of the other information that could be retrieved from WinWeb such as cradle to grave tracking on waste, waste profiles, and how he would get notified prior to non-compliance. Waste that has not moved for 8 days or more will be flagged for them. After showing us the information he has access to through WinWeb, we thanked him for his time and left the facility at 11:45 am.
