PURPOSE AND SCOPE:
The subject property (site) is a warehouse building owned by D-3 LLC. The warehouse was previously leased
by Stone Castle LLC which ran a recycling facility for electronic and universal waste. This waste included
Cathode Ray Tube (CRT) glass with hazardous levels of lead. (See DSHW-2013-0032140) Stone Castle
abandoned the waste and D-3 LLC, the owner of the site, was issued a Stipulation and consent order from the
Director (DSHW-2021-008068) to remove 25% of the waste by each year, finishing September 2025 (DSHW-
2022-023025).
Site visits occur at this facility every two +/- months to monitor the proper removal and disposal of hazardous
waste at this facility.
NARRATIVE:
Inspectors Jordan Payne and Daniella Leeber arrived at the warehouse at 1:00 pm. Andy Renfro arrived earlier
and greeted us when we arrived. Andy showed us the progress that had been made since the last visit on
December 11, 2024. The work that had been completed since the last inspection was all dealing with the
consolidation of the waste. Plastic and other non-hazardous components were removed from the TVs onsite and
sent to landfill while the glass was collected in gaylord boxes.
There was little progress made on the drums of waste just inside of the south side of the building. (See Photo
01) A forklift and other machinery are parked here for handling of the waste. In the south-west corner of the
warehouse, gaylord boxes and other hazardous glass waste have been organized and consolidated for removal.

The northern section of the warehouse continues to be where the bulk of the waste is being stored. (See Pictures
04, 05, and 06) A covered utility trailer had been parked against the far west wall which shows progress as this
area had been storing waste the last time the area was inspected.
Inspectors spoke with Andy about his thoughts on the progress of the waste and his upcoming plans. He hopes
to begin shipping out several roll-off containers a month of hazardous waste now that winter is ending, and
weather concerns are minimal. We reminded him of his deadline to remove the waste this fall, and he is
optimistic about meeting or exceeding the timeframe. We planned to meet in about five weeks’ time and the
next check-in is scheduled for April 22, 2025.
We thanked Andy for his time and left the site at 1:30 pm.
