Box 144880 Salt Lake City, UT 84114-4880 Re: Groundwater Quality Discharge Permit Number UGW450005 (GWQDP) – Depleted Uranium Storage Building Roof Replacement Completion Dear Mr. Hansen: EnergySolutions hereby provides a resolution to Best Available Technology (BAT), as required by Section 4.19 of Appendix J to the GWQDP, non-conformance with the leaking Depleted Uranium (DU) Storage Building Roof, as presented on April 3,2024 (via CD-2024-069) and September 3, 2024 (via CD-2024-183). A summary of the corrective actions is reported below. Sheets of plastic were first draped over the drums as a barrier between infiltrating rainfall and DU waste in storage. All roof panel screws (believed to be the locations of precipitation leakage) were inspected individually. Loose screws were tightened, and those that could not be tightened were replaced with larger screws or rivets. Sealant was also applied to any identified gaps. Vertical weather stripping and bottom seals on the garage doors were replaced. Faulty rollers on the garage doors were also replaced to ensure better contact with the vertical seals. Despite these repairs and repeated similar attempts, BAT inspectors continued to report stormwater in the building. To address those leaks, a more robust repair was undertaken to install a membrane over the entire building roof, eliminating the possibility of moving panels, failed seams, wind or pressure differentials allowing water into the building. The repair began November 6, 2024 and included cleaning and preparing the existing roof for the in-filling of roofing ridges with insulating foam, to achieve a flat surface. Followed by a 60-mil membrane overlay heat welded together into a single piece cover. The work was completed mid- January, and the final inspection was done the week of January 20, 2025 to verify the quality of the work, and the seal of the membrane. EnergySolutions is confident this roof replacement is a long-term fix and an immediate improvement to the formerly ongoing leakage problems facing the building’s roof. However, confirmation of the repairs effectiveness will not be confirmable until it has been exposed to subsequent storm events.
