Good morning Shauna,
The Division of Waste Management and Radiation Control (Division) has received your request dated
October 4, 2024 for Request for Director Approval (RFA) in accordance with the LLRW and 11e.(2)
Construction Quality Assurance/Quality Control (CQA/QC) Manual (revision 28c) (CQA/QC Manual)
Specification 163 Director Approval and 48 Hour Notification for placement of next design layer over
finished Radon Barrier.

A Division representative, Carlo Romano (writer), has conducted regular site visits to observe construction
earthwork operations, record overall progress, and review documentation. During these visits, specifications
were discussed with representatives of EnergySolutions to address requirements in the CQA/QC Manual that
are necessary for the RFA. As a result, physical documentation was provided to the Division during each site
visit and emailed intermittently between visits. This process ensured that all documentation was reviewed by
the Division in concurrence with construction.

Based on the site visits and the reviewed documentation, the construction and field testing of the Radon
Barrier including the 1x10-6 and 5x10-8 material lifts associated with Radon Barrier Lots A9 and A10
(ARA9 and ARA10) appear to be in accordance with the project specifications outlined in the CQA/QC
Manual. The constructed Radon Barrier Lots ARA9 and ARA10 and supplemental documentation are
hereby approved and EnergySolutions may continue placing material atop this lot lift. All other
specifications concerning construction and post-construction of the radon barrier and final cover as presented
in the referenced plans and specifications remain applicable and are required to be followed.

In accordance with the EnergySolutions LLRW & 11e.(2) CQA/QC Manual Revision 28c, Specification 163,
notice of Lifts ARA9 and ARA10, side slope in Class A West, Phase VI Cover project is ready for inspection of the -8 material.

Several points are in the ARA8 previously inspected area. Point 46 is point 5 in the ARA8 buy off survey.
