2023 Combined Surety Annual Review, Class 1 Permit Modification, and LLRW and 11e.(2) License Amendment Request
Dear Mr. Rogers:
On February 16th, 2024, EnergySolutions submitted the initialCombined 2023letter summarizing the annual update to the Surety Planfor the state-issued Part B Permit, the 11e.(2) License,
the LLRW License and the Unrestricted Areas. This letter also sets up the need for amendments to the UT 2300249 and UT 2300478 licenses todocument the updated surety amounts.
Each line-item in the surety plans has been reviewed. Adjustments have been made based on indirectmultipliers, site conditions, and the annual inflation calculations. The revised surety
amount for theMixed Waste Facility has been calculated to be $23,817,901.96. The amount for the LLRWEmbankment is $58,429,222.14 and the amount for the 11e.(2) Embankment is $11,400,410.04.
Thetotal adjusted surety amount is $93,647,534.15. The value of the surety for the Unrestricted Areas hasbeen adjusted to $3,826,621.49.
Within 60 days of receipt of this letter, EnergySolutions shall adjust the surety mechanisms to reflect thechanges documented in this review. The changes to amend the surety amounts
are recorded in the Class 1Permit Modification for the state-issued Part B Permit. The permit modification makeschanges to Attachment II-7-1 Overall Facility Closure Cost Summary and
Attachment II-7-2, Closure CostEstimate-Mixed Waste Details.This Permit Modification has been reviewed and is hereby approved. Additionally, amendments to EnergySolutions Radioactive
Materials Licenses (RML) UT2300478 and UT2300249 have been reviewed and are approved to be changed to reflect their listed surety values.
