Weather Conditions: 40 cloudy Time in: 1:45 pm Time out: 3:35 pn Report Prepared by: Jim Lansbarkis Facility Descript,ion Rubber Engineering is wholly owned subsidiary of BGAInternational. They are a fuIl service rubber shop with conplete compounding and manufacturing capabilities. They mix and maketheir own rubber compounds. Most of their work is custorn moldingbut they do have a product, line also. Their products include afull }ine of hoses, specialty molded rubber products like bumper guards for conveyor belts, custom molded urethane products, rubberliners for tanks and pipes, and abrasive and corrosion resistantelastomer lined valves. They employ 150 people and work 3 shifts. They have been in operation for 28 years and at this site for 10- 15 yearr. .rt -lo a Credentials, Purpose and Scope Inspectors presented credentials to Tom Dawson and explainedthe purpose of the visit was to determine the cornpliance status ofRubber Engineering with applicable hazardous waste regulations.A plant tour and record review were requested. The SLCCHD wasnotified prior to the inspection but declined to participate. Waste Streams. Management Activities Rubbei Engineering originally notified as a large quantitygenerator in Deeember of 1988. They also notified as a transporterbut have never shipped any waste. In December of 1989 they fileda subsequent notification as a smal} quantity generator only. There are 3 waste streams qenerated. 1. Paints and adhesives containing the solvents toluene andxylene. It was estimated that 1 drum is generated every 2-3 months. 2. Paints and adhesives with 38 lead base. overspray in paintbooths was caught in a water waII until they changed over todry filters during the summer of 1989. ft was estimated that2-3 drums, each weighing an average of 250 lbs. are generatedeach month. 3. Solvent degreasing. Presently parts are wiped by hand with UEK, Xylene or 11111, Trichloroethane to degrease them. Therags are containerized and disposed of as hazardous waste.They are presently installing a vapor degreasing machine whichshould be operational in the spring of 1990. fn back of the main building was a storage shed that contained many drums of product adhesive and paint. 1 covered drum labelledrrhazardous waste, keep closedrt was present. It was half full ofempty paint cans and rags. There were 2 other locations in theplant that contained 1 drum each. Both containers were closed andIabelled rrhazardous waste. rr The hazardous waste storage area isin back of the main plant in the middle of a storage yard. Therewere L2 closed and properly labelled drums of hazardous waste instorage. 5 drums of spent oil were also present.
