Dear Ms. Boyett:
The Division of Environmental Response and Remediation (DERR) has received your
request for a Petroleum Eligibility Determination for the above-referenced site in an email dated
November 13, 2024. This eligibility determination is required to evaluate whether Brownfield grant
funding may be allocated to the site. The DERR believes this site is eligible for Brownfield grant
funding.
The DERR has reviewed our records, and there are no outstanding orders against the site.
Based on our records, the singular 550-gallon gasoline underground storage tank (UST) was last
operated in the 1970s, and fuel was emptied after UST operations stopped.
The current owner of record is the Salt Lake City Redevelopment Agency, which acquired
the property in September 2009. It has not dispensed petroleum and is not a responsible party.
The next previous owner was John Paul DeVroom, who owned the property from 2001-
2009. John Paul DeVroom is the son of John DeVroom (deceased in 1996), who operated
DeVroom’s Garage with his brother William DeVroom (deceased in 2001). Both John DeVroom
and William DeVroom were responsible parties prior to John Paul DeVroom’s ownership of the
property, and they both dispensed petroleum from the UST.

Even though John Paul DeVroom owned the property for six years with a tank in the ground,
there is no evidence that he received any deliveries of petroleum into the tank or dispensed
petroleum from the UST.
