The Fall 2024 leachate monitoring was performed in accordance with the Salt Lake County Health Department (SLCHD), formerly the Salt Lake Valley Health Department, Health Regulation Number 1, and the scope of services associated with the Salt Lake County contract #SWM12121 (dated April 16, 2021). The following report summarizes the Fall 2024 leachate monitoring conducted at the SLVSWMF. 1.2 BACKGROUND Monitoring and sampling of leachate within the modules located at the Active Landfill Area of the SLVSWMF has been performed since 1993 and is currently performed on a semi-annual basis. Leachate monitoring involves measuring levels of the leachate in the risers to inform Landfill staff regarding leachate removal requirements and to collect data to assess potential leachate impacts to the groundwater beneath the Landfill. A sump and riser for measuring, sampling, and removing leachate is located at the lowest topographic point in each of the seven in-use Landfill modules and is built such that the bottom of the sump is approximately five feet below the module liner. A conductivity-based oil/water interface probe is then lowered down the length of the riser, and both depth-to-leachate and total depth of the riser are measured. into leachate collection ponds to maintain leachate levels within the lined portion of the Landfill. Historically, leachate levels were measured, and samples were collected from seven (7) leachate riser sumps located in the seven (7) lined and in-use modules (i.e., one leachate riser per module) within the SLVSWMF. The SLCHD and the Utah Department of Environmental Quality Division of Waste Management and Radiation Control (DWMRC) were petitioned on April 23, 2009 (Kleinfelder Document: SLC9L185) to reduce the number of leachate risers sampled during each semi-annual sampling event from seven to two since the landfill has been designed to have a hydraulic gradient toward the middle of the landfill (toward Modules 6 and 7). Leachate levels were proposed to be monitored in each of the seven risers located in the Active Landfill Area as part of the requested modification to the leachate monitoring plan. The proposed modification was subsequently approved by SLCHD in a letter dated 25000032.001A/SLC24R175245 Page 2 of 11 December 6, 2024 © 2024 Kleinfelder www.kleinfelder.com July 15, 2009, and since that time, leachate levels have been recorded in all seven risers, while leachate samples are only collected from the risers installed in Modules 6 and 7. The location of the leachate risers is shown on Figure 1. 25000032.001A/SLC24R175245 Page 3 of 11 December 6, 2024 © 2024 Kleinfelder www.kleinfelder.com 2 LEACHATE ASSESSMENT ___________________________________________________________________________________ 2.1 LEACHATE MEASUREMENTS On October 18, 2024, Kleinfelder measured leachate levels in six (6) leachate risers within Modules 1 through 7 (S-1 through S-7), excluding riser five (S-5). Leachate Riser S-5 was abandoned in 2024 and the remaining leachate risers were shortened for easier monitoring access. See Figure 1 for the historical location of leachate Riser 5. Free-phase hydrocarbons were not detected with the interface probe in the six (6) leachate risers. The calculated leachate thicknesses ranged from 0.25 feet in Riser S-4 to 6.75 feet in Riser S-2. Table 1 presents a summary of the leachate riser inspection data, including depths from the top of the leachate risers to the top of the leachate, the total depth of each leachate sump, and leachate thickness in each of the sumps. 2.2 LEACHATE SAMPLING AND ANALYSIS On October 18, 2024, Kleinfelder personnel collected samples from leachate Risers S-6 and S-7, including a duplicate sample (DUP-1) from Riser S-6 for quality assurance purposes. Laboratory-provided leachate sample bottles were filled from each leachate riser using a disposable bailer. Immediately following sample collection, the sample bottles were labeled and placed on ice within the laboratory-provided cooler. Kleinfelder recorded sampling data on Field Data Sheets, copies of which are included in Appendix A. The samples were transported under chain-of-custody documentation to Pace National Center for Testing and Innovation (Pace) in Mt. Juliet, Tennessee for analysis of the compounds and constituents listed in Table 2, as required by SLCHD Health Regulation Number 1. 2.3 LEACHATE ANALYTICAL RESULTS The leachate samples were analyzed for organic and inorganic parameters. A copy of the laboratory analytical report is included in Appendix B. A summary of select analytical data collected at the Landfill since 2020 is presented in Table 3 (volatile organic compounds) and Table 4 (inorganic compounds). Historical analytical results prior to 2020 are included in the prior reports and can be provided upon request. A summary of the Fall 2024 analytical results is presented below. 25000032.001A/SLC24R175245 Page 4 of 11 December 6, 2024 © 2024 Kleinfelder www.kleinfelder.com 2.3.1 Volatile Organic Compounds The laboratory reported concentrations above the laboratory reporting detection limit (RDL) of the following volatile organic compounds (VOCs) in one or both leachate samples submitted for laboratory analysis: acetone, benzene, carbon disulfide, 1,1-dichloroethane, 1,2-dichloroethane, cis-1,2-dichloroethene, 1,4-dichlorobenzene, 1,2-dichloropropane ethylbenzene, 4-methyl-2-pentanone, styrene, toluene, and total xylenes. In addition to the analytes above that exceeded the RDL, the following VOCs were reported in one or both leachate samples with a J qualifier, please see section 2.4 for quality control and information about reported qualifiers. acetone, benzene, carbon disulfide, 1,1-Dichloroethane, 1,2-dichloroethane, 1,4-dichlorobenzene, 1,2-dichloropropane, ethylbenzene, toluene, and total xylenes 25000032.001A/SLC24R175245 Page 5 of 11 December 6, 2024 © 2024 Kleinfelder www.kleinfelder.com In addition to the analytes above that exceeded the RDL, the following VOCs were reported in one or both leachate samples with a J3 qualifier, please see section 2.4 for quality control and information about reported qualifiers. methyl ethyl ketone (2-butanone), methylene chloride, and methyl iodide (iodomethane) As shown in Table 3, the reported concentrations of these VOCs in the samples collected during the Fall 2024 leachate monitoring event are similar to historical concentrations of VOCs reported in samples collected from the leachate in Risers S-6 and S-7. 2.3.2 Metals The laboratory reported concentrations above the laboratory RDL of the following metals in one or both leachate samples submitted for laboratory analysis: aluminum, arsenic, barium, boron, calcium, chromium, copper, iron, lead, manganese, magnesium, nickel, potassium, selenium, sodium, and zinc In addition to the analytes above that exceeded the RDL, the following metals were reported in one or both leachate samples with a J qualifier, please see section 2.4 for quality control and information about reported qualifiers. 25000032.001A/SLC24R175245 Page 6 of 11 December 6, 2024 © 2024 Kleinfelder www.kleinfelder.com aluminum, calcium, copper, lead, manganese, selenium, and zinc. As shown in Table 4, the reported concentrations of metals in the samples collected during the Fall 2024 leachate monitoring event are similar to historical concentrations of metals reported in samples collected from the leachate in Risers S-6 and S-7. 2.3.3 Other Compounds The laboratory reported concentrations above the laboratory RDL of the following compounds in one or both leachate samples submitted for laboratory analysis: alkalinity as , ammonia as nitrogen, bicarbonate as , chloride, chemical oxygen demand (COD), cyanide, nitrate as nitrogen, nitrite as nitrogen, phenolics, total orthophosphate as phosphorous, sulfate, total dissolved solids (TDS), total kjeldahl nitrogen (TKN), total organic carbon (TOC), and total organic halides (TOX). Highly soluble minerals and other compounds without an established Solid Waste Groundwater Quality Protection Standards (SWGQPS) are included in the leachate analysis to assess whether the leachate held within the lined Landfill area is entering groundwater beneath the Landfill. The laboratory reported concentrations of nitrate, nitrite, and sulfate generally greater than those in the historical dataset for 25000032.001A/SLC24R175245 Page 7 of 11 December 6, 2024 © 2024 Kleinfelder www.kleinfelder.com the leachate collected from Riser S-6. The laboratory also reported concentrations of alkalinity as CaCO3, ammonia as nitrogen, bicarbonate as CaHCO3, COD, nitrate as nitrogen, sulfate, and TKN, and TOC generally greater than those in the historical dataset for the leachate collected from Riser S-7. Current and historical laboratory results are shown in Table 4. 2.4 QUALITY CONTROL As part of internal quality assurance and quality control (QA/QC), a trip blank and duplicate sample were submitted for laboratory analysis. Additionally, Pace performed internal QA/QC, including method blank (MB), matrix spike/matrix spike duplicate (MS/MSD), and laboratory control sample (LCS) in the laboratory analytical report (Appendix B). The following list summarizes the QA/QC results: Qualifiers were listed in the laboratory report L1790878 with sample IDs: S- 7 and S- 6. In the sample DUP-1, lead, zinc, benzene, 1,4-dichlorobenzene, ethylbenzene, toluene, and total an estimate. In the sample DUP-1, toluene-recovery limits have been exceeded and the values are outside the upper control limits. In the sample S-6, total phenol, benzene, carbon disulfide, 1,4-dichlorobenzene, 1,2- indicating that the reported value of the analyte is an estimate. In the sample S-6, S-7, and DUP-1, bromomethane, trans-1,4-dichloro-2-butene, iodomethane, 2- the associated batch QC was outside the established quality control range for precision. In the sample S-6, S-7, and DUP- sample was received past the holding time expiration. In the sample S-7, sulfate, aluminum, calcium, copper, lead, manganese, selenium, zinc, acetone, carbon disulfide, carbon tetrachloride, 1,1-dichloroethane, 1,2-dichloroethene, and 1,2-he reported value of the analyte is an estimate. 25000032.001A/SLC24R175245 Page 8 of 11 December 6, 2024 © 2024 Kleinfelder www.kleinfelder.com One trip blank was kept with the S-6, S-7, and DUP-1 sample containers during sampling activities and in transit to Pace. The trip blank was analyzed for VOCs to check for cross contamination of the leachate samples. No VOCs were reported by the laboratory above their respective RDLs in the trip blank. Surrogate compounds are substances intentionally added by the laboratory in known quantities to determine the analytical stability and possible sample matrix effects. Surrogate compounds are chosen for their rareness in the environment and their similarity to the target analytes in the method. Surrogate recoveries were also within the established laboratory limits. The MS/MSD results indicate acceptable recoveries, with most compounds within acceptable percent recovery limits and relative percent difference (RPD) limits, designated by the laboratory. The LCS/LCSD results indicate acceptable recoveries, with most compounds within percent recovery limits and RPD limits, designated by the laboratory. To assess data quality, a duplicate was collected from S-6 (sample ID DUP-1) and submitted to the laboratory for analysis of the analytes listed on Table 2. A summary indicating the RPDs between the primary and duplicate sample is provided as Table 5. The calculated RPDs were within the United States EPA) precision guideline of 20% for aqueous samples (EPA, 2002) for all analytes, except for manganese and calcium. Due to the high turbidity generated by use of the bailer, and the variability of the leachate, some exceptions to the precision guideline are to be expected and have been observed historically. In general, the data reported by the laboratory is considered valid and usable. 25000032.001A/SLC24R175245 Page 9 of 11 December 6, 2024 © 2024 Kleinfelder www.kleinfelder.com 3 CONCLUSIONS ___________________________________________________________________________________ Kleinfelder measured leachate levels in leachate Risers S-1 through S-7, excluding S-5, and collected samples from the leachate risers located within Module 6 and Module 7 on October 18, 2024. The calculated leachate thicknesses ranged from 0.25 feet in Riser S-4 to 6.75 feet in Riser S-2. Kleinfelder compared the results of the Fall 2024 L network, and although several inorganic compounds were identified in both the leachate samples and the groundwater samples collected, no VOCs or analytes with SWGQPS were detected in the down gradient groundwater monitoring wells in the Active Landfill at concentrations exceeding their respective SWGQPS or RDL. Therefore, it does not appear that leachate located within the Landfill liner is leaking to the local groundwater.
