Re: Notice of Violation and Order to Comply, No Further Action – Flowers Baking Company of
Utah, LLC – Salt Lake County
On September 16, 2024, the Utah Division of Air Quality (DAQ) issued Flowers Bakeries, LLC
and Flowers Baking Company of Utah, LLC (collectively Flowers) a Notice of Violation and
Order to Comply (DAQC-924-24) for potential violations of the environmental laws and the
Approval Order (AO) issued to Flowers. On December 5, 2024, Flowers met with representatives
of the DAQ and agreed to provide quarterly reports, starting in January 2025, including the
current rolling 12-month VOC numbers (condition II.B.3.a of AO DAQE-AN149310002-24), and
the status of construction for the two catalytic oxidizers (condition II.A.3 of AO
DAQE-AN149310002-24), until construction is complete and stack testing has been successfully
conducted to ensure the oxidizers are meeting a VOC reduction rate of at least 95%.
The first quarterly report, for October 1, 2024, through December 31, 2024, was submitted to the
DAQ on January 29, 2025. These actions resolve the violations outlined in the Notice of Violation
and Order to comply with the understanding that quarterly reports continue to be submitted
according to the conditions agreed upon above.
No further action is required at this time. Please be aware that closure of this Notice of Violation
and Order to Comply does not constitute a bar to enforcement action for conditions found during
other inspections.
