Condition II.B.2.a – Box Elder County Condition II.B.2.a of the Title V Operating Permit #300036005 states: “If a propellant or a munition that is not a Hazardous Class 1.1, 1.3 or 1.4 is to be detonated or burned prior approval must be obtained from the Director.“ On February 19, 2025, the Division of Air Quality received a letter requesting approval to open detonate small quantities (less than 1 pound per event) of Hazard Class 1.2 on an occasional basis (less than 4 times per year). The items requested for immediate disposal for safety reasons are small rocket igniters, which shall not exceed a net explosive weight of 6,552,000 pounds per calendar year. Hill Air Force Base is hereby approved to perform this small quantity open detonation as described in your letter. This approval is valid for calendar year 2025. Hill AFB has purpose and need to dispose by open detonation for safety reasons small rocket igniters on an occasional basis (4 times per year). This request is like the attached approval DAQC-390- 24 to perform a small quantity open detonation in 2024 and we respectfully request a response from the Director approving the open detonation of the small quantity of Hazard Class I .2 items in 2025. The Department of Transportation defines Hazard Class I Division 1.2 as non-mass explosion, fragment producing.
