Dear Jon Lundell:
On February 7, 2025, the Division of Drinking Water (the Division) received your request for an exception to Rule R309-550-11(3), R309-540-5(4)(c), and R309-105-9(3) regarding individual
home booster pumps, for Bastian Homes Lot 3, 395 South 1200 East, Santaquin. Accordingly to these rules (or this rule), individual home booster pumps shall not be allowed for individual
service from the public water supply mains.
The proposed private home booster pump will be installed to serve a proposed single-family
home located above Santaquin City’s current eastern pressure zone. The Santaquin City water system will supply an estimated 43 psi to the proposed lot at the service meter. The new home
will be built and an approximate 60 foot elevation gain from the service meter, resulting in a pressure drop of 26 psi.
Exception Request
The basis for your request for an exception to R309-550-11(3), R309-540-5(4)(c), and R309-105-9(3) is that the home booster pump is necessary to provide standard operating pressure for
the Bastian Homes Lot 3. You propose to maintain the water system's water quality and public health by installing a Reduced Pressure (RPZ) valve after the Santaquin City meter. This
RPZ valve is in addition to the required check valve installed with the meter setter assembly. The RPZ valve will be included within Santaquin’s Standard Operating Procedures and annual
backflow assembly/cross connection control program.
The residential water service and meter must be connected to the Santaquin City water system.
Santaquin City takes the responsibility of the water quality to the water meter. Water quality will be the responsibility of the property owner downstream of the water meter.
The pressure bladder tank and booster pump will be housed in a separate heated structure above ground apart from the residential structure.
The tank and all appurtenances must comply with NSF/ANSI 61: Drinking Water System Components.
The pressure bladder tank must have a screened overflow that has #4 and #24 stainless steel screens on the discharge end, drains to the atmosphere, and has 12 inches of clearance above
grade.
The individual booster pump and interim tank installation and the required backflow prevention assembly must be included in the Santaquin City's cross connection control inventory.
An approved backflow prevention double check assembly (Wilkins DC 350 or equal) must be installed downstream of the water meter prior to the tank inlet and tested according to the Santaquin
City’s cross connection control plan. The home owner will be responsible for testing.
The property owner will be required to submit testing and inspection reports for the required backflow prevention assembly. The reports must be submitted to the Santaquin City annually
or as often as necessary.
The property owner must sign an agreement prepared by Santaquin City. The agreement shall specify that Santaquin City has the responsibility and legal access to inspect the individual
home booster pump system installation. Santaquin City will verify compliance with the required conditions and assess the cross connection hazard annually. This agreement shall allow
Santaquin City to terminate the service if the individual home booster pump and interim tank installation are not maintained adequately or pose a hazard to the water system.
The property owner will be required to record a formal notice of the individual booster pump and interim tank installation with the property deed at the Utah County Recorder's Office.
These requirements will be transferred to subsequent property owners in the event the home is sold.
On this basis, an exception to R309-550-11(3), R309-540-5(4)(c), and R309-105-9(3), Individual Home Booster Pumps, is hereby granted for Bastian Homes Lot 3, 395 South 1200 East, Santaquin,
UT 84655.
This Temporary Exception expires onFebruary 28, 2028.
You will be required to re-submit an exception request along with confirmation that all conditions outlined in this temporary exception have been fulfilled and obtain an exception renewal
prior to February 28, 2028.
Exceptions granted by the Division include an expiration date to ensure that the basis and conditions for granting the exception are verified periodically and that the drinking water
quality remains protected. After receiving your request, the Division will determine whether this exception can be re-issued.
This Temporary Exception may be rescinded any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this
exception.
Please maintain a copy of this letter with your permanent records for future reference.
