40 CFR Part 60 Subpart Kb Intemal Floating Roof Tank Refill Notification - Update

To whom this may concern:
As required by the reporting provisions of 40 CFR $60.113b(a)(5), the owner or operator of an intemal
floating roof ("lFR") storage tank must notify the Administrator in writing, 30 calendar days in advance of
any filling or refilling of each storage vessel.
Tank T2 100, located at PRT LLC's Price River Terminal near Wellington, Utah, is an IFR tank that stores
crude oil and is subject to 40 CFR Part 60 Subpart Kb requirements. Due to inspection processes unrelated
to 40 CFR Part 60 Subpart Kb requirements, T2100 was emptied, degassed, and removed from service to
complete API 653 repairs.
PRT LLC previously notified UDEQ on August 28rh,2024, of the plan to refilltank T2100 on September
301e,2024. Due to extended repair timelines, the tank will now be refilled on approximately March l8th,
2025.
