Dear Davy, Ryan, Subject: RTCR Level 2 Assessment Snowbasin Resort UTAH29071
I would like to thank Ryan Woolsey for taking the time to meet with me on November 21st, 2025,
for a Level 2 Assessment (L2) of your water system. Your willingness to accommodate this request is greatly appreciated. Observations:
This site visit was triggered by Routine and Repeat TC+EC+ Escherichia coli (E. coli) samples October & November 2024. Triggered Source sample collected during this event was TC-EC-. Snowbasin Resort is a non-transient non-community system consisting of 12 connections, 1 active
well source, 4 Storage tanks, 1 active Booster station.
The system is a Ski Resort with Snow Making capabilities in winter. Resort entertains weekend activities during the summer months. System does Not Chlorinate.
TC+EC+ Routine and TC+EC- Repeat samples were taken from Mountain Operations Employee sink with an undercounter RO system with a waste stream connection to waste drain. It was evident the sink area and faucet were very unsanitary.
TC+EC+ Repeat and TC+EC- Investigative Repeat samples were taken from Earls Lounge Bar
Sink. This sink is rarely used and has a dedicated supply line which was exposed and able to be traced in the basement of Lodge, supply line distance was 50’ to where it connected to branch line. This sample faucet appeared to be near a food Prep hand washing area.

Conclusions:
1. TC+EC+ samples were likely due to stagnant water in the premise plumbing and unsanitary sample locations. The initial TC+EC+ sample from Mtn. Ops. Sink could also be from a cross connection due to the RO waste stream connection. system indicated very little water is used in Earls Lodge prior to the sample incident.
2. System Initiated an O&M disinfection and flushing, however prior to disinfecting the system did some premise plumbing flushing and collected 2 sets of Investigative bacteriological sample which were TC-EC-. System was allowed to remove the Boil order.
Recommendations: 1. Conduct a distribution system O & M disinfection and flushing of system, following
AWWA C-651 standards. Prior to Winter season.
2. Follow Cross Connection Control Program Annual requirements: Conduct a complete Hazard Assessment of Your entire system, Snow making, Irrigation, Fire Suppression , eliminate or protect cross connections.
3. Follow sanitary sampling protocol of sufficient flushing and disinfection, using a strong chlorine-based solution (applying, allowing contact time, flushing, sample collection). 4. Avoid taking samples from taps which are supplied by water treatment devices. (Water
softeners, Filters, etc.)
5. Complete a revised RTCR sample site plan, assigning sites that are not at the end of the system and are not vacant homes.
6. Inspect and Clean Storage tanks on a regular basis, Disinfect as per AWWA C651
