We will submit the Basis of Design Report and Preliminary Design drawings to WCWCD this week for the
subject project, and we will also share with you.
The QCWTP is unique in that it is the only drinking water dissolved air flotation (DAF) facility in the State.
With that in mind, there are some design criteria associated with DAF that we should talk through with you
just to make sure we’re all on the same page.
Do you have time later this week for a 1-hr Teams call? Thursday afternoon or Friday work for me, please let
me know what works best for you.

Hi Danielle and Sarah,
Thank you for taking some time with us last week to discuss the proposed improvements to the Quail Creek Water
Treatment Plant (QCWTP) that will be made as part of the QCWTP 90 mgd Expansion and Ozone Addition Project. The
summary below provides a brief reminder of the major plant improvements that will be made as part of this project:
QCWTP capacity will be expanded from 60 mgd to 90 mgd (net, or out the door capacity)
The existing pretreatment basins used for powder activated carbon (PAC) adsorption of T&O compounds will be
removed and replaced with new ozone contactors and an ozone generation building. Ozone will replace potassium
permanganate as the pre-oxidant and will also replace PAC for taste and odor removal. Ozone will not be used for
primary disinfection.
The existing dissolved air flotation basins will be rerated from 40 mgd to 60 mgd (net capacity). Hazen is confident
in this approach and will send documentation supporting higher DAF rates in a separate email. The rerated DAF
will be run at 55 mgd (net) and all flow from DAF will go to the existing filters. The capacity of the existing filters will
not be changed as part of this project.
The existing 20 mgd floc/sed basins will demolished and replaced with 35 mgd of dissolved air flotation over filters
(known as stacked DAF or DAFF). Hazen is confident in this approach and will send documentation supporting the
use of DAFF at QCWTP. Hazen has designed several successful DAFF facilities throughout the country.
The 2003 UV/Clearwell Building was designed for UV but UV reactors were not installed. UV reactors will be
installed in the existing UV building as part of this project. UV disinfection will be used to satisfy 0.5 log Giardia
inactivation requirements. Sodium hypochlorite will still be used 2-log virus inactivation.

Great question! We can track your comments a couple different ways. I am open to whichever method
works best for you. Below is a list of potential options:
You can markup up the BODR with your comments using PDF tools and then send me a copy of the
revised file that contains your comments.
I can set up a BlueBeam Studio Review session that will allow multiple DDW folks to review/comment
on the document at the same time. There is a free BlueBeam Viewer that you can use to access the
studio session if needed.
I can send you a MSWord version of the document and you can add comments to the document
using track changes.

Hey, quick question.
Are you going down for the sanitary survey on 8/19 and 8/20?
WCWCD offered to have you down for a tour of the DAF facility so we could all walk the building and
discuss the changes to design criteria, as well as talk over the proposed stacked DAFF facility.
Any interest in getting together on the 21st? I can’t be down the 19th and 20th, but I could be down the
morning of the 21st and you could stay longer. If not, no big deal, we can schedule a tour any time.

Unfortunately, I will not be there for the survey this go around. Brent Arns and Sarah Page will be there. Looks like she is
leaving after the treatment plant survey on the 19th and is busy the rest of the week with other surveys. I will see if I can
get approval to be in St. George for the morning of the 21st since I need to be in Delta the 22. I will let you know tomorrow
if that gets approved!
If not we could look out to scheduling something later where Sarah and I can both be there.

Thanks again for your input and comments on this project, and for braving the weather to make the site visit
on the 29th! I think it was worth the effort, and there was some good discussion.
Attached is the jar testing memo that covered 5 min vs 10 min of flocculation for DAF or DAFF. For now, the
team is designing around 10 minutes for both the existing DAF rerate and new DAFF. If overall project cost

becomes an affordability issue for WCWCD, the design for DAFF may revisit that decision and move to 5
min, but we’ll reach out if that comes up (~$4M capital savings).
Note that jar testing and pilot testing for DAFF is exactly the same as DAF (can’t stack the processes at the
bench or pilot scale, so they are jarred or piloted in sequence like DAF).
A memo addressing your review comments is in the works. We should have that for internal QC later this
week and to send to you for your review by early next week.

Hi Jake,
We have a project that is proposed in Southern Utah to use DAFF in their treatment expansion project. They gave us a few facilities in the east coast
that use this technology in their drinking water plants (Bronx, NY; Fairfield, CT; Stamford, CT; Peekskill, NY). Could you put me in contact with someone
to understand how to rate the log removal values for this treatment technology?
For some further information, this plant currently has DAF and traditional coag/flocculation/sed processes that combine flows into filter beds. Currently
we've given them the conventional treatment credits for this. They want to change the coag/flocc/sed into the DAFF then combine the flows at the
disinfection step.

Thanks for reaching out – and hope you are well! We only have one system that we directly regulate that uses DAF – Buffalo, WY. They use the DAF as
pre-treatment for Pall membranes, so they aren’t considered conventional filtration.

EPA issued a water supply guidance clarifying the definition of conventional vs direct filtration in 2009. I attached it as a reference. This guidance
specifically references DAF, here is the quote (on the 2nd page):
“The preamble for LT2 also clarifies what EPA means by designation of conventional filtration treatment through the review of
clarification process performance studies. Specifically, these studies indicate that plants using clarification processes other than
sedimentation that are located after coagulation and prior to filtration can achieve performance equivalent to conventional
filtration treatment plants. Based on these studies, any treatment train that includes coagulation/flocculation, clarification and
granular media filtration (e.g., sand-ballasted clarification or dissolved air floatation) may be regarded as conventional filtration
treatment and awarded treatment credit as conventional filtration treatment.”
I also found the reference to dissolved air flotation in the LT2ESWTR preamble from the federal register notice. I included a
screenshot of the language and the cited references below.
Based on these sources, I think you are OK to consider DAF followed by granular media filtration to be equivalent to conventional
filtration. I’m not very familiar with DAF as treatment, and I’m not sure if DAFF is different than DAF followed by granular media
filtration, so I may have misunderstood.
If you want more info, or would like to contact the EPA Region / state that regulates NY or CT I can reach out to my contacts to
see if I can get you in contact with someone.

I received a question from the state of Utah about DAFF (dissolved air flotation over filtration), and how to categorize it. I had never heard of this
process. Basically, the DAF takes place on top of the filter beds (schematic from the state included below), instead of as a separate process. The
reference systems that use this process provided by the engineering firm are in NY and CT. Is there a way you could put the Utah regulators in touch
with someone from NY and/or CT that would be able to give them insight into how they classified this process and assigned removal credits? I went
ahead and copied the two engineers from Utah on this e-mail.

I just e-mailed my DW contacts in EPA Regions 1 and 2. Hopefully they can put you in contact with someone from NY or CT.
One thought if you don’t receive anything. In the memo I sent, it references the preamble to the LT1ESWTR where it defines conventional filtration as,
“a treatment train using separate, sequential, unit processes for coagulation/flocculation, clarification, and granular media
filtration. Clarification includes any solid/liquid separation process following coagulation/flocculation where accumulated solids
are removed during this separate component of the treatment system.”
Since DAFF combines sedimentation and filtration into a single basin, maybe it doesn’t meet this definition? I’m guessing that
this is a gray enough area that you could get a variety of different answers. This is the issue with contact adsorption clarifier
package plants – some states call them direct filtration and others consider them conventional. Because the current regs don’t
require direct filtration plants to meet the TOC reduction requirements, which approach is more stringent really depends on the
system’s issues. Direct filtration receives lower removal credits, but isn’t required to achieve TOC reduction while conventional
filtration receives higher removal credits but also has to meet the TOC reduction requirements.

Jake , It is considered by EPA as an acceptable conventional settling process. See attachment top 2nd page 2nd paragraph in particular where DAF is
typed. This question arose out of DAF/settling not being clearly defined in the original SWTR, 1989(since it was not used very much at that time). All
New England states accept DAF as conventional treatment(I believe NY, NJ, and PA do as well(from memory).
Also look at 141.2 “Sedimentation means a process for removal of solids before filtration by gravity or separation.” I believe this was added to
Definitions too at a date after the SWTR.

Thanks Kevin! Do you consider it conventional if it is all combined in the same basin? I think the combined DAF and filtration in one step was Utah’s
concern. In the 2009 memo it refers to the LT1 Preamble which defines conventional filtration as, “a treatment train using separate, sequential,
unit processes for coagulation/flocculation, clarification, and granular media filtration. Clarification includes any solid/liquid
separation process following coagulation/flocculation where accumulated solids are removed during this separate component of
the treatment system.”
Since the DAF takes place on top of the filters, is that considered a separate, sequential, unit process or not?

Jake, Sort of threw me a curve with “…..DAF takes place on top of the filters,…..” Really?? It is not a
…. separate component of the treatment system.” I have not seen or heard of a …..DAF on top of the final filter bed. That is a
new one. I do not know of any of these types of units in New England.
I would be looking at that point what is the flow through the unit, gpm/square foot of the filter bed itself(not to mention the depth
of the filter and the type of media and effective size of the media(s) along with the uniformity coefficent) and what is the
overflow rate of the DAF.
This sounds more like the manufacturer and the water supplier have their work cut out to demonstrate this actually works (……
reliably and consistently produce a safe drinking water….)

Hello everyone following up on this conversation.
Thomas Chyra with Connecticut said their Stamford WTP that uses DAFF was granted conventional credits and continues to operate that way. Thomas
said that they did two seasons of piloting before going with DAFF.
When we brought this issue up with our water system and their consultant they explained to us that if the DAF is operating correctly as seen in (A)
below then it creates the separate process from the filter beds located below. Meaning the sludge blanket should get nowhere near the filter beds
below. We also had conversations on how if there is an upset, there is only one filter bed impacted instead of all the filters. Right now they are plumbed
such that their existing DAF mixes into one pipe and is distributed evenly across their filters.

Hi Chyra and Mandy,
I am with the Utah Division of Drinking Water in EPA Region 8. Kevin Reilly in EPA Region 1 gave us your contact
information. We have a treatment plant in Southern Utah who is expanding their capacity. As part of this project they are
replacing their floc/sed basins with a Dissolved Air Flotation over Filtration process, pictured below.
The consultant working on the design told us that the Stamford WTP and Peekskill WTP in Connecticut also use this
process. I am hoping to know what LRV credits you granted for this process whether conventional or direct and what the
thought process was for assigning the credits one way or the other. It is recognized in LT2ESWTR that DAF followed by
filtration is recognized as a conventional filtration process. However where this is not a separate process and combined
into one is where we in Utah and the EPA folks are having some trouble.
We would greatly appreciate any insight you have from the two water treatment plants in your state.

I looked at our approval for the Stamford WTP upgrades, and we classified the stacked DAF/Filtration as a
conventional plant. I verified with the plant’s operator that they have been operating it as a conventional
plant. I am not familiar with the Peekskill WTP, but based on the name it’s probably located in upstate NY.

And sorry the other plant was Hemlocks WTP that was located in CT. But based off the technical memorandum the DAFF
was placed into service in 1997 so documentation may be a bit more sparse on that one.

Yes – specifically, I want to understand the State’s requirements for virus credits. I think we understand the
code differently than it’s being applied to the QCWTP project, so I’d like to go through that with you both and
make sure we’re both on the same page as to what the code says and to how it’s being applied.
I’ll be prepared with Federal and State codes, and then if we could walk through that together it would be
very helpful.
