The reporting requirements for periodic compliance reports changed beginning on January l,
2024. $63. I 003 I (g) requires MATS affected sources to begin submitting quarterly compliance
reports beginning with the first calendar quarter of 2024 using applicable data elements found in
Appendix E to Subpart UUWU. Appendix E section 1.0 states that the "applicable data
elements in sections 2 through 13 of this appendix must be reported in the quarterly compliance
reports required under $63.10031(g), in an .xml format prescribed by the Administrator." The
existing Emissions Collection And Monitoring Plan System (ECMPS) 1.0 application was to be
upgraded to ECMPS 2.0, a web-based platform and was to include the new quarterly MATS
reporting requirements. Because of the uncertainty caused by the delay of ECMPS 2.0 and the
lack of a.xml reporting schema provided by EPA for the reporting of MATS data, PacifiCorp
contacted EPA Region 8 via telephone on February 29,2024 to ask for guidance. Based on this,
and a subsequent discussion on March 4,2024 between PacifiCorp and EPA Region 8
representatives, it was suggested that PacifiCorp continue to submit compliance data in a file
format that is most suitable for demonstrating compliance with the MATS rule and applicable
elements of appendix E to Subpart UUUUU until further guidance andl/or reporting schema are
provided by EPA. PacifiCorp was directed to discuss the reporting format and filetype with
Department of Environmental Quality contacts for each affected source and has done so. Please
reference PacifiCorp's March 26,2024letter regarding this subject.
Until further guidance or reporting schema are provided by EPA, PacifiCorp plans to continue to
submit all compliance data required by the MATS rule in accordance with $63.10031(g)
beginning with a quarterly compliance report for the first quarter,2024 in .pdf format.
PacifiCorp will submit .xml files, where applicable, generated using the Electronic Reporting
Tool to ECMPS 1.0, with the report. The Hunter Plant will continue to comply with all MATS
related requirements for each of its affected sources.

Identification of eachhazardous air pollutant monitored at the affected source
I. Non-Mercury FIAPS metals using a quarterly filterable particulate matter (PM) stack
test as a surrogate to demonstrate compliance. On April 6,2018 the Utah Department
of Environmental Quality - Division of Air Quality agreed that the Hunter Plant Unit I
met the requirements to qualifr as a low emitting EGU (LEE) unit. The Hunter Plant
submitted a summary table showing three years of quarterly test data. Each particulate
matter (PM) testing result was below one-half of the 0.030 lb/MMBtu limit or 0.015
lb/IVIMBtu as required by the subpart.
II. Acid gases using sulfur dioxide (SOz) as a surrogate to demonsfate compliance by an
SOz continuous emissions monitoring system (CEMS).
UI. Mercury (Hg), compliance demonstrated by an annual EPA Method 30B sorbent trap
test to re-confirm LEE status.
A brief desciiption of the process unit
Hunter Unit I is an Electric Utility Steam Generating Unit, designed as a dry bottom
tangentially-fi red boiler, designed by Combustion Engineering.i. Rated Heat Input Capacity of 4,750 MMBtu/hr.
ii. The unit is equipped with the following add-on controls:
l. Pulse Jet Fabric Filter (baghouse)
2. Wet Lime Flue Gas Desulfurization (wet scrubber)
3. Low-NOx burner technolory, with closed-coupled over-fire air
iii. Fuels used are sub-bituminous coal using #2 fuel oil for startup fuel when
needed.

I. Non-Mercury HAPS metals using a quarterly filterable particulate matter (PM) stack
test as a surrogate to demonstrate compliance. On June 6, 2018, the Utah Department
of Environmental Quality - Division of Air Quality agreed that the Hunter Plant Unit 3
met the requirements to qualifr as a low emitting EGU (LEE) unit. The Hunter Plant
submitted a summary table showing three years of quarterly test data. Each particulate
matter (PM) testing result was below one-half of the 0.030 lb/MMBtu limit, or 0.015
lb/IvIMBtu as required by the subpart.
II. Acid gases using sulfur dioxide (SOz) as a surrogate to demonstrate compliance by an
SOz continuous emissions monitoring system (CEMS).
II. Mercury (Hg), compliance demonstrated by an annual EPA Method 30B sorbent trap
test to re-confirm LEE status.
A brief description of the process unit
L Hunter Unit 3 is an Electric Utility Steam Generating Unit, designed as a dry bottom
wall-fired boiler, designed by Babcock and Wilcox.
i. Rated Heat Input Capacity of 4,910 MMBtu/hr.
ii. The unit is equipped with the following add-on controls:
l. Reverse Air Fabric Filter (baghouse)
2. Wet Lime Glue Gas Desulfurization (wet scrubber)
3. Low-NOx burner technology, with over-fire air
iii. Fuels used are sub-bituminous coal using #2 fuel oil for startup fuel when
needed.
