Wasatch Environmental, Inc., (Wasatch) has prepared this confirmation soil sampling results report to
document the completion of soil remediation activities at the Jason Howard Nielson diesel fuel release in
Lynndyl, Utah (Figures 1 and 2).
BACKGROUND
On the morning of January 21, 2025, a Reladyne fuel tanker was delivering diesel fuel to an aboveground
storage tank (AST) at the Jason Howard Nielson Property, in Lynndyl, Utah and over filled the AST,
releasing 75 gallons of diesel fuel to concrete and soil surrounding the AST.
REMEDIAL ACTIVITIES
Soil excavation activities at the site commenced and were completed on January 30, 2025. The
petroleum-impacted soil excavation was guided largely by field observations of surface staining,
petroleum hydrocarbon odors noted in soils, and field screening with an organic vapor monitor and total
petroleum hydrocarbon Test Kits. Photographs of the excavation are attached as Appendix A.
The diesel fuel-impacted soil was loaded by the excavator into two roll-off containers and transported by
MP Environmental to the E.T. Technologies Soil Regeneration Site (SRS), in Salt Lake City, Utah for
disposal. The final depth of excavation was approximately 4 to 6 inches. Groundwater was not
encountered during excavation activities at the site.
A total of 26.2 tons of soil was excavated into two roll-off boxes and disposed of at the E.T. Technologies
SRS on January 31, 2025 and February 7, 2025. The non-hazardous waste manifests for the soil
disposal are presented in Appendix B. On February 11, 2025, the excavation was backfilled and the area
restored.
CONFIRMATION SAMPLES
On January 30, 2025, Wasatch Field Scientist, Ryan Panasy (Utah GW and Soil Sampler GS 1950),
collected 13 confirmation soil samples as outlined on Figure 3. The soil samples were labeled North 1
through North 3 and Pad 1 through Pad 10. The soil samples were collected from the base of the
excavation at 4 inches below original grade. Once the samples were collected with decontaminated hand
tools and transferred with gloved hands to laboratory-supplied sample jars, the jars were properly labeled,
a chain-of-custody form was completed, and the samples were placed into a cooler with ice.

The soil confirmation samples were analyzed at Chemtech-Ford Laboratories, Sandy, Utah, a Utah-
Certified laboratory benzene, ethylbenzene toluene, total xylenes and naphthalene (BTEXN) by U.S.
Environmental Protection Agency (U.S. EPA) Method 8260D and total petroleum hydrocarbons as diesel
range organics (TPH-DRO) by U.S.EPA Method 8015C.
ANALYTICAL RESULTS
The laboratory analytical report, including chain-of-custody documentation, is presented in Appendix C.
As shown on the laboratory analytical report, the sample results were at or below laboratory minimum
reporting limits for all analyzed compounds. Naphthalene in sample North 1 was reported at the reporting
limit.
CONCLUSIONS AND RECOMMENDATIONS
The analytical results of the soil confirmation samples indicate that soil concentrations of diesel fuel
sampled at the spill site were at or below the laboratory minimum reporting limits as well as below the
Utah Initial Screening Levels. Therefore, no significant soil impact remains at the spill site and the area is
in a condition that would be protective of human health and the environment. Wasatch recommends that
the release be closed and issued a “No Further Action” letter.
