1. Compliance with Terms of Voluntary Cleanup program
The Executive Director of the Utah Department of Environmental euality (.,DEe,,), through herundersigned designee below, has determined that state oiutah school & Institutional Trust LandsAdministration (SITLA), hereinafter referred to ur ;appii,.canli'has completed a DEe supervisedvoluntary cleanup of. the real property described in Attachment A (.,pro perty,, or .oSite,,), inaccordance with sections 19-8-10b and 19-8-110 of the Utah code Ann. and the voluntarycleanup Agreement entered into on March 31,2022. rhe apptcant is granted this certificate of

2. Acknowledgment of protection from Liabilify
This coc acknowledges protection from.liability provided by section l9-g-113 of the utah codeAnn' to an Applicant-yfo is not responsible for th. .orrtu*ination under the provisions listed insubsection 19-8-113(1Xb) at the time the Applicantffies to enter into a loluntary cleanupAgreement, and to future owners who acquirl'the Proffi covered by this coc, and to lenderswho make loans secured by the property covered by the COC.
As set forth in section 19-8-113, this release of liability is not available to an owner or lender whowas originally responsible for contamination, or to an'owner or lender who changes the land usefrom the use specified in section 3 of the ioc, if the changed use or uses may reasonably beexpected to result in increased risks to human health or the environment, or to an owner or lenderwho causes further contamination on the Property. Also, there is ,ro ,"i*. from liability if thecoC is obtained by fraud, misrepresentation, or the knowing failure to disclose materialinformation.
Finally' protection from liability is limited to contamination identified in the documents related tothe investigation and cleanup oithe property.

3. Specified Land Use for Certificate of Completion
under the voluntary cleanup Program, the future use of the Property can-le residential and/or
commercial with no environmentai restrictions except that groundwater will not be accessed via
wells, pits, or srrmps for drinking water, bathing and/or irrigation pu{poses'
Residential Land Use:
The residentiar exposure scenario as described in the Risk Assessment Guidance for Superfund
Volume l, Human Health Evaluations, parts A and B shall be applicable.. The residential exposure
scenario is defined * ""p**. of adults to incidental inhalation, ingestion, and dermal contact to
hazardous constituent, fo, u duration of30 years at a frequency of350 days a year'
Commercial Land Use:
commercial/industrial uses will be consistent with the commercial/industrial worker exposure
scenario as described in the Risk Assessment Guidance for Superfund, volume.l' Human Health
Evaluation, parts A and B. The commercial/industriar workei exposure scenario is described as
exposnre of adults to incidentar ingestion, inhalation, and dermaf contact to hazardous materials
for a duration of25 years at a frequency of250 days a year for 8 hours/day'
4. Unavailability of Release of Liability
use of the property that is not consistent with Section 3 including failure to comply with provisions
of this coc shall constitute a change in land use expected to result in increased risks to human
health and the environment making the release of liability in Section 2 above unavailable'
