Dear Mr. Rees,
This document serves as an Environmental Assessment to supplement the application for Phase 2 of
The Other Side Village to be enrolled in the Utah Division of Environmental Response and
Remediation’s (DERR’s) Voluntary Cleanup Program (VCP). The site is currently under evaluation for
acceptance into the VCP by the DERR.
1.0 Site Description
The site comprises approximately 29.2 acres, located at approximately 1882 West Indiana Avenue,
Salt Lake City, Utah. The property is owned by Salt Lake City Corporation (SLCC). The Other Side
Academy (TOSA) is seeking to lease the property from SLCC to develop the property as a tiny home
development to serve the city’s unsheltered population. This development will be referred to as The
Other Side Village (TOSV), Phase 2. The legal description for the property was included in the VCP
Application.
2.0 Operational History
The Site is included within the boundaries of Redwood Road Dump CERCLA facility (Facility ID
UTD980961502) that operated from 1923 to 1962.
3.0 Nature and Extent of Contamination
The extent of landfill material and potential impacts on the site is unclear and requires definition and
delineation. Investigations conducted on the east-adjoining property have identified landfill gases in
soil, metals and PAHs in soil, and metals and PFAS above drinking water standards.
4.0 Potential for Human Exposure
The site is currently undeveloped, unoccupied, and capped with an imported fill interval.
