Hi Allison,
There are some large piles of green waste in the Phase 2 area of TOSV that we need to remove before we start the
environmental investigation. The piles are primarily leaves and tree trimmings from Parks Department operations that
have been deposited there over many years. We are trying to find a solution to remove those piles quickly and cost
effectively. One solution the City is considering chipping tree trimmings and spreading the wood chips and the leaves over
the landfill cover. Anything that is not organic waste would be separated and properly disposed of offsite.
The City has had a policy of not disposing any waste over the landfill area since the landfill closed. However, given the
budget and time constraints we are faced with now, it would be a great if we could use the landfill area to dispose of this
green waste.
The landfill is outside the Phase 2 VCP boundaries, but I wanted to keep you informed and see if you have any concerns
with this. Also, is there another agency or program at DEQ that should be informed of this?

I received this email from Catherine about some piles of green waste on the phase II property at Redwood. It's not in the
VCP yet so I would imagine that whatever they decide is fine. Should there be another DEQ division notified?

Also, our financial office has notified us of a $2,500 payment from Tim Stay for "The Other Side Village Phase 2". Is the
City expecting to submit a VCP application for the property soon?

Hello Brian,
My name is Allison, I work in the DERR with the Voluntary Cleanup Program. I am reaching out to you regarding some
organic landfill waste at one of our VCP sites. The site is part of the former Redwood Road Dump, a historical
municipal/green waste landfill owned by SLC. We are currently working on a VCP application for a second phase of the
project, which will be expanding further into the landfill area. However, it is my understanding that some of the landfill will
still be outside of the VCP boundaries.
Salt Lake City, who's the applicant, has reached out and asked if they are able to manage some of the green waste on the
site by chipping tree trimmings and spreading the wood chips and the leaves over the landfill cover outside of our VCP
project boundaries. Anything that is not organic waste would be separated and properly disposed of off-site.
The email I received from the City is attached below. Bill Rees had asked that I reach out and see if your office had any
input to this approach.

Hi Allison,
There is no specific yard waste exemption, unless the chipped material is being used as a product (e.g. landscaping?).
Yard waste is typically composted, disposed of in a landfill, or burned according to a DAQ burn permit.

Utah Admin. Code R315-301-2(91): "Yard waste" means vegetative matter resulting from landscaping, land
maintenance, and land clearing operations including grass clippings, prunings, and other discarded material
generated from yards, gardens, parks, and similar types of facilities. Yard waste does not include garbage, paper,
plastic, processed wood, sludge, septage, or manure.
Since I don't have a lot of information on this, here are some questions I recommend you consider:
Has the property owner consented to this plan, and are there potential impacts for a future buyer that need to be
considered?
What kind of communication will there be with the neighbors (e.g., should there be an opportunity to contest or
comment on it)?
Will nuisance odor of material decay need to be managed?
If the VCP needs WMRC Director approval, please also let me know:
Where is it (is there a drawing, or at least a lat/long I can consider)?
How much material is there, and what is the extent of the area that it will be spread?
