The property is approximately 29.137-acres and is proposed for a future residential use to house unsheltered individuals similar to Phase I of the development. The VCP applicant is The Other Side Academy. Salt Lake City Corporation is a co-applicant. Contaminants of interest could include those typical of an old landfill such as metals, petroleum products, solvents and PFAS, etc.. The property was formerly a portion of the Redwood Road Dump Comprehensive Environmental Response, Compensation, and Liability Act (CERCLIS) facility (Facility ID UTD980961502), a historical municipal landfill that accepted waste from 1923 to 1962. The site was issued a NFRAP decision in 2018. Additional characterization is needed to better evaluate the site before any remedy is proposed. Keeping with our approach to seek input from other Divisions regarding eligibility, please review the attached information and provide comments regarding eligibility to me. For your convenience, I have included the eligibility criteria below. 19-8-105. Eligibility and exceptions -- Grounds for application rejection by executive director. Subject to Section 19-8-106, any site is eligible for participation in the voluntary cleanup program created under this chapter except: (1) a treatment, storage, or disposal facility regulated under 42 U.S.C. 6901 et seq.; (2) that portion of a site that is on the national priorities list; or (3) that portion of a site for which a state or federal enforcement action is existing or pending against the applicant for remediation of the contaminants described in the application.
