RE:Acceptance of Cell 2 Stage 3 Liner Installation report, Bayview Landfill

Dear Mr. Scott:
On October 27, 2022, the Division of Waste Management and Radiation Control (Division) received theBayview Landfill Cell 2 Stage 3 Construction Report and appendices (As-Built Report)
for the Bayview Landfill. On December 7, 2023, the Division received a document verifying that the placement of protective soils cover in Cell 2 Stage 3 had been completed and surveyed
as specified in the approved cell construction documents; it also received its final inspection approval by a professional engineer. The As-Built Report was provided by IGES, Inc. andstamped
by a professional engineer certifying that Cell 2 Stage 3 has been completed.
The newly constructed Cell 2 Stage 3 is adjacent to and east of Cell 2 Stage 2. The progress of the Cell 2 Stage 3 construction was inspected by a representative from the Division.
Based on our review of the As-Built Report and protective soils cover inspection document submitted toour office, the Division accepts and concurs with the engineer’s statement and As-Built
Report. Cell 2 Stage 3may receive solid waste as specified in Bayview Landfill’s current permit.
