RE:2024 Engineering Inspection Module 5 – Winter/Frozen Material PlacementRadioactive Material License UT2300249: Closeout
Dear Mr. Rogers:
An engineering inspection was conducted at EnergySolutions (ES) Clive facility on March 29, 2024. This module includes the various requirements and restrictions associated with embankment
construction during winter months such as construction of clay liner, waste placement (both bulk and CLSM), radon barrier, filter zone, sacrificial soil, and rock erosion barrier. During
the inspection period of March 2023 through March 2024, ES did not construct any radon barrier, filter zone, sacrificial soil, or rock erosion barrier in Class A West, 11e.(2), and Mixed
Waste embankment during winter temperatures. In addition, no clay liner was constructed during the winter or with frozen material construction during the inspection period. During the
inspection, the Division Waste Management and Radiation Control (WMRC) observed that no waste was placed with non-CCS waste placement techniques, but waste was placed with the CCS compaction
system.
Staff held an inspection close-out meeting with ES QA/QC Staff on March 29, 2024, to discuss the findings. During that closeout it was recommended that temperature be document on the
daily reports for the winter months of October, November, December, January, February, and March.
In addition, it was recommended that ES actively manage erosion on the site embankment, ditches, and haul roads. For example, the division wants to see the uses of erosions measures
in the CQA/QC manual like erosion mats, polymers, check ditches, and other engineering measures to control and prevent erosion especially in the fall months before snow. ES has a history
of asking for repair variance of erosion gullies in the spring over at least the past 15 years. Going forward in general spring variance for time extensions for erosion repair of gullies
will not be granted if erosion measures and best practice for erosion management were not used in the fall before spring.
The records indicated that winter construction practices were conducted in accordance with the methods prescribed in the CQA/QC plan. After a thorough examination of the files, all
noted items were found to be in compliance; therefore, this letter constitutes a closeout of this modular inspection.
