SAID “PERMIT” REFERS TO THE UPDES PERMIT AND THE FACT SHEET STATEMENT OF BASIS (INCLUDING TOTAL MAXIMUM DAILY LOADS (TMDL’S)) IF APPLICABLE, AS PER SECTION 303(D) OF THE FEDERAL CLEAN WATER ACT (CWA)]. PERMIT INFORMATIONPERMITTEE NAME: Corinne City CorporationFACILITY NAME:Corine Wastewater Lagoon SystemMAILING ADDRESS: 2420 North 4000 WestPO Box 118Corinne, UT 84307TELEPHONE NUMBER:(435) 744-5566FACILITY LOCATION:½ mile south of Corine City, in Box Elder CountyUPDES PERMIT NO.:UT0020931PERMITTED OUTFALLS:001, 001DOUTFALL LOCATION:001: 41°32’13.8” N, 112°06’42” W001D: 41°32’15” N, 112°06’42” WRECEIVING WATER: Bear RiverBACKGROUND This modification is in response to a request from Corinne City Corporation (Corinne), received by the Division of Water Quality (DWQ) on January 8, 2025, requesting a Compliance Schedule for biochemical oxygen demand (BOD5), total suspended solids (TSS), and pH effluent limitations. Corinne is requesting a Compliance Schedule while upgrades are made to the collection system, which will reduce inflow and infiltration (I&I) to the lagoons. Increased I&I has resulted in numerous effluent violations from Outfall 001 and 001D. DWQ grants this request based on these improvement efforts. The Compliance Schedule will be effective from the permit modification issuance date until January 1, 2028. The Compliance Schedule will last for the duration of this UPDES Permit. For the duration of the Compliance Schedule, DWQ will implement interim limitations for the above parameters. The limitations are lower than requested by Corinne and are based on a review of Corinne’s effluent data for the last five years. The below interim permit limitations and Compliance Schedule are also reflected in Part 1.C.2.a., Part 1.C.2.b., and Part 1.C.3. of the Utah Pollutant Discharge Elimination System (UPDES) Permit No. UT0020931. These effluent limitations shall be applied to Outfall 001 and Outfall 001D. Any violation of the Compliance Schedule is a violation of the UPDES Permit.PUBLIC COMMENTSDuring the public comment period provided under Utah Administrative Code (UAC) R317-8-6.5, any interested person may submit written comments on the draft permit and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in UAC R317-8-6.12. Public comments are invited any time prior to the deadline of the close of business on August 12, 2022.
