Dear Vance Bostock:The Division of Drinking Water (the Division) received the plans and specifications for the proposed Wasatch Peaks Ranch (WPR) Distribution System Plat 3A from your
consultant Evan Smith with Kimley Horn and Associates, Inc on January 14, 2025. This project has met the conditions for receiving plan approval.
Our understanding of the project, the proposed Wasatch Peaks Ranch (WPR) Development, is a
15.1 square mile development northeast of Salt Lake City within Morgan County, Utah. The
project will include a private low-density residential community with private recreational
amenities. The project is zoned as a Resort Special District (RSD) and approved for up to 750
equivalent residential connections (ERC). The water distribution system was modeled to meet all
UDEQ requirements, and a report was approved by the Division on March 23, 2021.
Plat 3C-Wasatch Peaks Road portion of the development includes approximately 3,930 linear feet
of 10-inch diameter HDPE, seven (7) 6-inch fire hydrant assemblies, six (6) 10-inch gate valves, and one (1) 8-inch Pressure Reducing Vault along Wasatch Peaks Road that will convey
culinary water to lots within Plat 3C, with pressures not to exceed 150 psi.
We have completed our review of the plans and specifications, stamped and signed by William
Bowman, P.E., dated January 13, 2025,and find they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis,
the plans for Wasatch Peaks Ranch (WPR) Distribution System Plat 3C (DS001) are hereby approved.
This approval pertains to construction only. An Operating Permit must be obtained from the Director before Wasatch Peaks Ranch (WPR) Distribution System Plat 3C (DS001)may be put in
service. A checklist outlining the items required for operating permit issuance is enclosed for your information.}Approvals or permits from the local authority or the county may be necessary
before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered
water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections
can be scheduled.
This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.

Items 1 through 8 below must be submitted to the Division and found to be acceptable prior to operating permit issuance (unless a water line project meets the requirements of R309-500-7
and is not required to obtain an Operating Permit).
Distribution lines (not including in-line booster pump stations) requiring Plan Approval may be placed into service prior to submitting all of the following items and receipt of Operating
