Dear Mr. Hess:The Division of Drinking Water (the Division) received the plans and specifications for Water Line Loop, 1050 West and 1150 West from your consultant, Gulshan Oad with
CEC Engineers on February 5, 2025. This project has met the conditions for receiving a plan approval.
On February 5, 2025, the Division also received your request and a completed Water/Sewer Separation - Exception Request Form and Water/Sewer Separation - Exception Request Spreadsheetfor
an exception to Rule R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources for this project. This rule states specifically that the
horizontal distance between pressure water mains and sanitary sewer lines shall be at least ten feet and that where a main and a sewer line must cross, the water main shall be at least
18 inches above the sewer line.
Plan Approval
Our understanding of the project is that a sewer main is being installed at the same elevation as the existing 24 inch diameter water main. As such, the water main will be looped under
the new sewer main. The new water main loop will be a 30 inch diameter PVC pipe and will replace 150 feet of the existing 24 inch diameter steel water pipe. An additional 50 feet of
connecting 10 inchdiameter water main will be replaced with all other appurtenances needed to complete the project. The new sewer main will be installed with a sleeve extended 10 feet
on both sides of the crossing.
We have completed our review of the plans and specifications, stamped and signed byR. Todd Freeman, P.E., dated February 2025, and find they basically comply with the applicable portions
of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for Water Line Loop, 1050 West and 1150 West are hereby approved.
This approval pertains to construction only. An Operating Permit must be obtained from the Director before Water Line Loop, 1050 West and 1150 West may be put in service. A checklist
outlining the items required for operating permit issuance is enclosed for your information.Approvals or permits from the local authority or the county may be necessary before beginning
construction of this project. As the project proceeds, a notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water,
must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be
scheduled.
This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.
Exception to R309-550(7)(1) – Minimum Separation Requirements

On the basis of the submitted documents, an exception to R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources, is hereby granted forWater
Line Loop, 1050 West and 1150 West .This exception may be rescinded any time if new evidence indicates that the conditions of this exception are no longer being met or a public health
risk exists due to this exception.
Please maintain a copy of this letter with your permanent records for future reference.
