Lance Nielsen, P.E., of Hansen, Allen and Luce, Inc. on January 17, 2025. The Division issued Plan Approval for this project on January 24, 2020, and TOP was issued on August 050, 2020 Our understanding of the project is the installation of approximately 885 linear feet of new 8-inch diameter PVC perforated spring collection lines at the Arnold Hollow Spring (identified as WS003 in the Division’s database). Arnold Hollow Spring is an existing, active water source located off Rose Canyon Road in Herriman, Utah. The work also required the installation of a clay barrier and geo- membrane liner. The project connected to an existing junction manhole and added a new meter vault for permanent flow measurement.Temporary Operating Permit that was issued for Arnold Hollow Spring (WS003) improvement required three (3) years of monitoring of the spring flow before a permanent operating permit could be issued. This water system was required to submit the spring flow data and obtain a permanent Operating Permit by December 31, 2024.Hansen Allen & Luce Inc has provided three years (2021, 2022 and 2024) of complete spring flow data; the 25th percentile of these flow data comes to be 47.9 gallons per minute (gpm).The average yield of Arnold Hollow Spring (WS003) of 47.9 gpm is based on the spring flow information we received. This yield is the basis for determining the maximum number of connections that the Arnold Hollow Spring can serve.Based on the requirement of flow data needed as mentioned on August 05, 2020, Temporary Operating Permit letter, we have determined that all conditions of issuing an Operating Permit have been accomplished. On this basis, an Operating Permit for Arnold Hollow Spring (WS003) Improvement is hereby issued as constituted by this letter. We had received the following information for Arnold Spring Improvements during TOP permit process: Design engineer’s statement of conformance with approval conditions Spring source chemical analyses of the spring water Documentation of valid water right As-built or record drawings Satisfactory bacteriological results as evidence of proper disinfection and flushing We have determined that all conditions of issuing an Operating Permit have been accomplished. On this basis, an Operating Permit for Arnold Hollow Spring (WS003) Improvement is hereby issued as constituted by this letter. You may now place the Spring in service in your water system. Please maintain a copy of this letter with your permanent records for future reference.
