Mr. Frederick & NSPS Contact:
Wildcat Sant, LLC (Wildcat) is submitting notification to the Division of Air Quality (DAQ) for
construction of the approved second sand dryer (Dryer 2) for the Uintah County Sand
Processing Plant, Project Number N159980004. The Division of Air Quality (DAQ) issued the
Approval Order DAQE-AN159980004-24 for minor modification to increase sand production
and install Dryer 2 on December 23, 2024. Dryer 2 is an affected facility under 40 CFR Part
60, Subpart UUU. In December 2024, Wildcat initiated permanent construction of the dryer
and corresponding processing facility connections. Notably, Dryer 2 is a packaged system
that was shipped mostly pre-constructed and ready for operation. Accordingly, construction
is now complete. Wildcat intends to start commercial operation of the unit in March 2025.
Pursuant to 40 CFR §60.7 (a), UAC R307-401-18, and UAC R307-210, Wildcat is providing
notice within 30 days of beginning construction.

The DAQ is in receipt of your construction notification for sand dryer #2. Per Approval Order condition I.8 of DAQE-
AN159980004-24, please submit notification upon construction completion of this unit or a status update of ongoing
construction if the construction process is going to be longer than 18 months from the date this Approval Order was
issued.
