I am Curt Gebhard, I am the Environmental Manager for Republic Services 4 Corners Business Unit, which
includes Washington County Landfill in St George, Utah. As a follow up to the phone message left by Darin Olson with
Brian Speer earlier today, Republic Services on behalf of Washington County Landfill and according to Solid Waste Permit
9410R3, I.E.3.b, is notifying the Utah Division of Waste Management and Radiation Control of asbestos that was
improperly disposed of at Washinton County Landfill located in St. George, Utah. Below is a summary of activities that
lead to the disposal of the asbestos at the landfill.
On January 7th, 2025, Republic Services was contacted by R&O Construction to transport and dispose of a 30 yd
roll-off for an ongoing demolition job in St. Geroge, Utah. The demolition job has been ongoing since October 2024 and
Republic was contracted to provide transportation and disposal. The roll-off was picked up by Republic’s St. George
Hauling and taken to Washington County Landfill per their current contract. Contents of the roll-off were placed in the
current working face at the landfill and the load was dumped at the landfill at approximately 14:30 on 1/7/25.
On January 8th, 2025, R&O Construction contacted Republic Services and indicated that the roll-off that was
transported on 1/7/25 contained friable asbestos material. The permit for Washington County Landfill does not permit the
disposal of asbestos containing material (ACM) in any form. Immediate actions were taken at the landfill to close the cell
where the material was placed in the event the material needed to be excavated and to protect all personnel from
exposure. It is estimated that the 30-yard roll-off contained approximately 4.6 tons of material. The amount of total ACM in
this load and the type of ACM is currently unknown. The material was placed at approximately 14:30 and landfill
operations cease at 17:30. It is unknown how much material was placed on top of the load containing ACM.
R&R Environmental, environmental consultants for R&O, indicated that ACM was identified during the demolition
operations on 12/30/24 and informed R&O that the material would have to be further classified, and proper disposal of the
material would be required. However, representatives for R&O contacted Republic Services for disposal of the roll-off that
contained ACM on 1/7/25.
Republic is in communication with R&O and R&R to determine what type of ACM was disposed of and how much
of the load contained ACM. The area of the cell that accepted the ACM will continue to be closed to ensure that no
additional waste is deposited on top of the ACM and protect all personnel from exposure.
