tle have completed a review of your proposal for closure of the hydrated llnepond. After having visited the site and reviewed the sample analyai.s data, itis the conclusLon of the Utah Department of Hea1th that the sludges are non-
hazardous and therefore the Bureau of Solid and Hazardous l{aste will not reguLre
any conditions for closure of the pond.
Iloldeveri after discussing your proposal with Loren l{orton of the Utah Bureau of
Water Pollution Control (UB!|PC), he indicated that if the sludges are left inplace that you will be required to obtain a groundwater guality diecharge permit.
He also indicated that before proceeding with the closure you muEt notify the
UBWPC.
ff you choose to remove the cauEtic sludge, it is our recommendation that samples
Ehould be collected and analyzed at regular intervals during the closure in orderto insure that the wastes are being properly disposed. The reason for this
recommendation is that the sample analysig indicated that the sludges had a pHof 12, which ie very close to a pH of L2.5, which separateE a corrosive hazardoug
waste from a sol1d waste.
