Testing was performed on July 17, 2024, to demonstrate compliance with the emission limits found in condition II.B.2 of DAQE-AN130790006-12 and 40 CFR Part 60, Subpart KKKK. Testing Protocol The attached report was generated using standard CEMS equipment and methodologies as required by and in accordance with 40 CFR 60(A) Methods 1, 3A, 7E, 10 and 19 and Subpart KKKK, as outlined in the submitted Source Test Protocol dated May 29, 2024. The purpose of the testing was to demonstrate ongoing compliance with the emissions limits contained in Approval Order #DAQE-AN130790006-12 and NSPS Subpart KKKK, for oxides of nitrogen (NOx) and carbon monoxide (CO). The Blind Canyon Compressor Station is utilized to boost the line pressure to accommodate additional gas flow through the pipeline. The natural gas enters the station through a valve on the main pipeline and flows through various filters and vortex separators to remove liquids and other impurities (slugs) prior to compression. The filtered and separated impurities from the pipeline are pumped to one of the on-site condensate storage tanks. After filtering, the natural gas flows to the compressor engines where it is compressed to increase the pressure of the gas. The temperature of the gas also increases upon compression. Therefore, after compression the gas flows through an after cooler to be cooled to pipeline temperate prior to being reintroduced to the main pipeline. Natural gas from the main pipeline is used to power the on-site compressors and generators. The generators provide power for the facility and as such, are not considered emergency backup generators. Three, one hour test runs were performed on July 17, 2024 to analyze exhaust NOx and CO emission levels in accordance with the procedures of 40 CFR 60(A) Methods 1, 3A, 7E, 10 and 19 and Subpart KKKK, as outlined in the submitted Source Test Protocol dated May 29, 2024. Each one hour test run consisted of 60 readings taken at one minute intervals. Process parameters were recorded during each test run in order to determine the load and fuel characteristics. Parameters include turbine gas producer speed, temperatures, and fuel gas analysis. The sampling ports for NOx and CO measurements were approximately 120.0" (3.3 pipe diameters) downstream from the nearest flow disturbance (Distance B) and 37.0" (1.0 pipe diameters) upstream from the nearest disturbance (Distance A), as seen in Figure 1. The stack sampling location was placed at approximately 50% insertion depth based on an O2 stratification check which demonstrated a non-stratified flow regime. Parameters include turbine gas producer speed and temperatures. This was conducted and provided by MountainWest personnel. The supplied fuel gas analysis was used to determine the Fd factor. Results are provided in Appendix C. 5.1 Quality Assurance Precautions are taken to keep the gas analyzer in a clean, thermally stable, vibration free environment to minimize analyzer drift and associated errors. Pre test calibrations and most post test operations are performed within the testing trailer environment. The data from the samples are converted directly into computer language and recorded in the Compliance Specialist’s laptop computer. This eliminates the need for sample labeling and secures the preservation of the data while reducing human error. In addition, parameters associated with the turbine are recorded on test sheets at the time of the tests. Preventive diagnostic functions are built directly into the equipment utilized for the testing. This diagnostic function provides the Compliance Specialist with failure warnings allowing the determination of when repairs are necessary without performing painstaking preventative maintenance procedures. However, equipment is inspected regularly by the compliance specialists and the Field Operations Manager to guarantee maximum operational status. The process involved with equipment calibration ensures that there is no divergence from the manufacturer’s specifications. All pre and post calibration error checks, leak checks, and other quality assurance issues conformed with the requirements specified in EPA 40 CFR 60(A), Methods 1, 3A, 7E, 10 and 19 and Subpart KKKK. Linearity checks are performed using NOx, CO, O2 and Ultra High Purity Nitrogen certified calibration gases to ensure that the zero, mid, and upscale calibrations are within the required +/-2% of the certified calibration level and zero. Pre-Test calibrations are then conducted on the zero and selected mid or upscale calibration gas determined by observing the native concentration of the target analytes in the sampled exhaust. After each test run the same zero and selected mid or upscale calibration gas are analyzed to verify they are within required specifications. Calibration Error for post-test calibrations must remain within +/- 5% of the certified calibration gas or zero. Drift is required to stay within +/- 3% during post-test calibrations. The purpose of the testing was to demonstrate ongoing compliance with the emissions limits contained in Approval Order #DAQE-AN130790006-12 and NSPS Subpart KKKK, for oxides of nitrogen (NOx) and carbon monoxide (CO). The Blind Canyon Compressor Station is utilized to boost the line pressure to accommodate additional gas flow through the pipeline. The natural gas enters the station through a valve on the main pipeline and flows through various filters and vortex separators to remove liquids and other impurities (slugs) prior to compression. The filtered and separated impurities from the pipeline are pumped to one of the on-site condensate storage tanks. After filtering, the natural gas flows to the compressor engines where it is compressed to increase the pressure of the gas. The temperature of the gas also increases upon compression. Therefore, after compression the gas flows through an after cooler to be cooled to pipeline temperate prior to being reintroduced to the main pipeline. Natural gas from the main pipeline is used to power the on-site compressors and generators. The generators provide power for the facility and as such, are not considered emergency backup generators. Three, one hour test runs were performed on July 17, 2024 to analyze exhaust NOx and CO emission levels in accordance with the procedures of 40 CFR 60(A) Methods 1, 3A, 7E, 10 and 19 and Subpart KKKK, as outlined in the submitted Source Test Protocol dated May 29, 2024. Each one hour test run consisted of 60 readings taken at one minute intervals. Process parameters were recorded during each test run in order to determine the load and fuel characteristics. Parameters include turbine gas producer speed, temperatures, and fuel gas analysis. The sampling ports for NOx and CO measurements were approximately 103.0" (2.9 pipe diameters) downstream from the nearest flow disturbance (Distance B) and 45.0" (1.3 pipe diameters) upstream from the nearest disturbance (Distance A), as seen in Figure 1. The stack sampling location was placed at approximately 50% insertion depth based on an O2 stratification check which demonstrated a non-stratified flow regime. The stratification was conducted according to EPA 40 CFR 75(A), §6.5.6.1 using 12 traverse points determined according to Table 1 below. NOx and CO concentrations were measured concurrently during the testing. Each test run was performed at the maximum achievable load. Measured emissions were below permitted limits. Please refer to the Appendices for a listing of all raw data, calibration error response and calculations performed per EPA 40 CFR 60(A) requirements. 3.1.1 Source Test 1: Solar Centaur 50, NOx and CO The first test was performed from 14:36 to 15:35 for NOx and CO. Based on operating parameters recorded during testing, the load was approximated at 3666.0 bhp, and the average NOx and CO levels were found to be in compliance with permitted conditions and Subpart KKKK requirements. Parameters include turbine gas producer speed and temperatures. This was conducted and provided by MountainWest personnel. The supplied fuel gas analysis was used to determine the Fd factor. Results are provided in Appendix C. 5.1 Quality Assurance Precautions are taken to keep the gas analyzer in a clean, thermally stable, vibration free environment to minimize analyzer drift and associated errors. Pre test calibrations and most post test operations are performed within the testing trailer environment. The data from the samples are converted directly into computer language and recorded in the Compliance Specialist’s laptop computer. This eliminates the need for sample labeling and secures the preservation of the data while reducing human error. In addition, parameters associated with the turbine are recorded on test sheets at the time of the tests. Preventive diagnostic functions are built directly into the equipment utilized for the testing. This diagnostic function provides the Compliance Specialist with failure warnings allowing the determination of when repairs are necessary without performing painstaking preventative maintenance procedures. However, equipment is inspected regularly by the compliance specialists and the Field Operations Manager to guarantee maximum operational status. The process involved with equipment calibration ensures that there is no divergence from the manufacturer’s specifications. All pre and post calibration error checks, leak checks, and other quality assurance issues conformed with the requirements specified in EPA 40 CFR 60(A), Methods 1, 3A, 7E, 10 and 19 and Subpart KKKK. Linearity checks are performed using NOx, CO, O2 and Ultra High Purity Nitrogen certified calibration gases to ensure that the zero, mid, and upscale calibrations are within the required +/-2% of the certified calibration level and zero. Pre-Test calibrations are then conducted on the zero and selected mid or upscale calibration gas determined by observing the native concentration of the target analytes in the sampled exhaust. After each test run the same zero and selected mid or upscale calibration gas are analyzed to verify they are within required specifications. Calibration Error for post-test calibrations must remain within +/- 5% of the certified calibration gas or zero. Drift is required to stay within +/- 3% during post-test calibrations.
