Dear Logan Moffett:The Division of Drinking Water (the Division) received a request for the Operating Permit for MHP Well 1 (WS001), WMHP Hydropneumatic 2 units (HD001), and Distribution Lines (DS001) from you on March 8, 2024. It is our understanding that the MHP Well 1 (identified as WS001 in the Division’s database) was completed around July 17, 1973, based on the Report of Well Driller. The well was used for domestic purposes by a non-public water system. The Wasatch Mobile Home Park (the System) now meets the definition of a public water system (PWS) and is classified as a Community Water System. The facilities associated with the well source, hydropneumatic tank, and distribution system did not go through plan approval since this was not required when the system was built. Further information has been provided as part of the permitting process and sanitary surveys to obtain an Operating Permit. The MHP Well 1 and WMHP Hydropneumatic (2 units) are identified as WS001 and HD001 in the Division’s database. It was determined, based on the Well Driller Report, that the MHP Well 1 (WS001) does not have an approved well seal meeting the Division’s construction standards outlined in R309-500. The Division has granted a temporary exception to R309-515-6(6)(i), Well Sealing Techniques and Requirements which includes source monitoring for the time that the well source is in service. The well is equipped with a pitless adapter and at approximately 32 gallons per minute (gpm) submersible pump. The WMHP Hydropneumatic 2 units (HD001) are housed inside the private residence of the development. The System has been collecting bacteriological samples since at least April 2020, when results were reported to the Division. Only one positive total coliform sample and no Escherichia coli-positive samples have been observed. We have received the following information for MHP Well 1 (WS001), WMHP Hydropneumatic 2 units (HD001), and Distribution Lines (DS001): Documentation of valid water right(s). Satisfactory bacteriological results as evidence of proper disinfection and flushing. We have determined that all conditions for issuing a Temporary Operating Permit have been met. On this basis, a Temporary Operating Permit for the MHP Well 1 (WS001), WMHP Hydropneumatic 2 units (HD001), and Distribution Lines (DS001) is now issued as constituted by this letter contingent upon your compliance with the following condition(s): This Temporary Operating Permit expires on March 19, 2026. The Wasatch Mobile Home Park water system shall comply with the monitoring requirements associated with the temporary exception to R309-515-6(6)(i), Well Sealing Techniques and Requirements. These requirements include monthly bacteriological and nitrate source samples. The Wasatch Mobile Home Park water system shall verify compliance with R309-550, Transmission and Distribution pipelines. The Wasatch Mobile Home Park water system shall obtain a permanent source in compliance with R309-515, Source Development. The Wasatch Mobile Home Park water system shall transfer water rights into the System’s name as the water rights are currently in the name of W.A. Business Ventures. Obtain a permanent Operating Permit for MHP Well 1 (WS001), WMHP Hydropneumatic 2 units (HD001), and Distribution Lines (DS001) expires on March 19, 2026. We have determined that all conditions of operating permit issuance have been met. On this basis, an Operating Permit forMHP Well 1 (WS001), WMHP Hydropneumatic 2 units (HD001), and Distribution Lines (DS001) is now issued as constituted by this letter. You may now place MHP Well 1 (WS001), WMHP Hydropneumatic 2 units (HD001), and Distribution Lines (DS001)in service in your water system. The equipped well pump capacity of MHP Well 1 (WS001) is 32gpm. The safe yield of MHP Well 1 (WS001) is rated at 21 gpm, which is calculated based on two-thirds of the constant-rate aquifer drawdown test results at 32 gpm. The safe yield of 21gpm is the basis for determining the maximum number of connections that MHP Well 1 (WS001) can serve.The issuance of this temporary Operating Permit resolves your water system’s deficiencies related to G001 and S001.
