RE: Development on Parcel: 4-0002-0020-0000

Regarding the development of property on Parcel A:0002-0020-0000 and after consulting the
attached report titled: Airport Development Hydraulic Analysis, by Bowen Colins & Associates, which
states, "the design fire flow for the new pipeline (i.e. available flow at the hydrant while maintaining a
minimum of 20 psi in the system) is about 740 gpm. This is less than the minimum recommended value
of 1,000 gpm", and with the consideration that the City has a new lndustrial Park Master Plan and is
actively applying for funding for a new 12" main to be installed supplying better water capacity to the
area, the Parowan Fire Authority (Parowan City Fire Department) gives approval for this particular
development to proceed on this particular parcel with substandard fire floW with the understanding and
expectation that the situation will be improved either with grants, or due to other development in the
area paying for the new supply line. Some consideration has also been given to the fact that the use of
this property, as stated by the developer does not pose a substantial fire risk to themselves or
surrounding property and the developer has agreed to sign a hold harmless agreement with the City for
any damage caused by substandard fire flows. This approval does NOT extend to other future
development on the property or in the area, until better fire flow is achieved by necessary infrastructure
improvements.
