Rockwell Solutions, Inc. has completed a subsurface investigation at the above-referenced facility
in accordance with State of Utah Division of Environmental Response and Remediation (DERR)
guidelines.
INTRODUCTION
The site is an active fueling facility for the Utah Department of Transportation (UDOT). The
underground storage tanks (USTs) were removed in August 2024. During UST closure activities
hydrocarbon concentrations exceeded Tier 1 levels in the soil and groundwater samples collected
from the UST basin. Hydrocarbons in one of the piping samples exceeded Initial Screening Levels
(ISLs).
The USTs were replaced with one aboveground storage tank located inside the fenced area of the
facility. Two dispensers are located in the same area as the previous dispensers.
The fueling area is located approximately 170 feet west of the office and UDOT garage. The only
utilities that serve the fueling area are electrical and communication lines. Sewer, natural gas, and
communication main lines run east-west immediately north of the former tank basin. See Figure 1.
METHODOLOGY
Four borings were installed around the former tank basin to define the extent of soil contamination.
Five monitoring wells were installed in and around the former tank basin to define the extent of
groundwater contamination. All drilling and well installation work was completed on January 16,
2025. Direct Push Services was employed as the drilling contractor under the supervision of a
Rockwell Solutions representative.

Five-foot soil core samples were collected continuously from the direct push borings. A portion of
the soil core was put in a zip-lock baggie to allow hydrocarbons to volatilize. The air in the zip lock
baggie was then screened with a photoionization detector (PID). The sample with the highest PID
reading or the soil interval above the apparent water table in each boring was submitted for
laboratory analysis of MTBE, benzene, toluene, ethylbenzene, xylenes, naphthalene (MBTEXN)
total petroleum hydrocarbons-gasoline range organics (TPH-GRO) using EPA Method 8260 and
TPH-diesel range organics (TPH-DRO) using EPA Method 8015.
Monitoring wells were installed to a depth of thirteen to fifteen feet with ten feet of 0.010-inch
screen. The wells contain a silica sand filter around the screen and a bentonite seal above the
screen. A flush grade well protector was installed at the surface. The top-of-casing elevation at
each well was measured to the nearest 0.01 foot using a transit level.
The monitoring wells were developed and a groundwater sample was collected with a disposable
bailer. The samples were submitted for laboratory analysis of MBTEXN and TPH-GRO using EPA
Method 8260, and TPH-DRO using EPA Method 8015.
RESULTS
Soil Type
Soil type was evaluated during the subsurface investigation by field analysis of soil samples. The
native soil at the site generally consists of a few feet of gravelly sand (SW) underlain by a lean clay
(OH) layer to at least fifteen feet bg. Boring logs are attached.
Soil Analytical Results
Table 1 lists the analytical results of the soil samples collected during the UST removal and the
subsurface investigation. The soil sample from MW-2 exceeded the Initial Screening Level (ISL)
for TPH-DRO. No other hydrocarbon concentrations were detected in any soil samples collected
during the subsurface investigation. The laboratory analytical reports and chain-of-custody records
for soil samples collected during the subsurface investigation are attached. PID readings are shown
on the boring logs.
Groundwater Analytical Results
Table 2 lists the analytical results of the groundwater samples collected during the UST removal
and the subsurface investigation. The sample from MW-3 in the former tank basin, exceeded the
ISL for TPH-DRO. Hydrocarbons were not detected in groundwater samples from any of the other
wells. The laboratory analytical reports and chain-of-custody records for samples collected during
the subsurface investigation are attached.
Groundwater Depth and Flow
Table 2 lists the depth to water measurements at each monitoring well. Depth to the water table is
an average of approximately five feet bg. Groundwater flow was to the southwest on February 8,
2025. Figure 2 is a groundwater contour map.

TIER 1 CRITERIA
Land Use
The site is located in a commercial area. No residences are located within 500 feet of the site.
Utilities
Locations of buried utility lines in the investigation area were discussed previously. The exact
depths to the other utility lines are not known, but are estimated to be approximately two to three
feet.
Receptors
A well search of the Water Rights database indicates a water well approximately 125 feet northeast
of the former tank basin. However, the map location shows the well in 200 North. There is no
indication of a well in that area. Also, the well is owned by the Church of Jesus Christ of Latter-
Day Saints. It does not appear that there are any Church properties in the immediate area of the
well. It is believed that the well has been mapped incorrectly. The Division of Water Rights makes
no claims to the accuracy of the data. Two other wells are approximately 500 feet northeast
(upgradient) of the site. See Figure 3.
CONCLUSIONS AND RECOMMENDATIONS
It appears that soil and groundwater contamination are limited to the former tank basin and that the
groundwater contaminant concentrations have significantly decreased in the tank basin since the
UST removal.
Rockwell Solutions recommends collecting an additional round of groundwater samples from the
five monitoring wells in three to four months to evaluate the release for closure.
