the attached Post-Corrective Action Soil Assessment for the Former Texaco Station No. 30-1661 site located at
974 North 900 West, Salt Lake City, Utah.
In August 2024, the soil assessment was conducted in accordance with the December 20, 2023, Post-Corrective
Action Soil Sampling Work Plan (Work Plan), prepared by Arcadis, and additional investigation as requested in
the Utah Department of Environmental Quality (DEQ) Division of Environmental Response and Remediation
(DERR) response letter, dated January 31, 2024.
At the end of 2024 the project transitioned to AECOM as the environmental consultant for CEMC. Additional
information will be communicated by CEMC.

Dear Mr. Crim,
On behalf of Chevron Environmental Management Company (CEMC), Arcadis U.S., Inc. (Arcadis) has prepared
this Post-Corrective Action Soil Assessment to summarize field activities completed at the former Texaco Station
No. 30-1661 located at 974 North 900 West, Salt Lake City, Utah (site; Figure 1). The soil assessment was
conducted in accordance with the December 20, 2023, Post-Corrective Action Soil Sampling Work Plan (Work
Plan), prepared by Arcadis, and additional investigation as requested in the Utah Department of Environmental
Quality (DEQ) Division of Environmental Response and Remediation (DERR) response letter, dated January 31,
2024.
Introduction
The Corrective Action Completion Report (CACR) submitted by Arcadis on April 29, 2022, summarized
remediation activities, pre-remediation soil sampling results (baseline soil sampling results) as well as the first
post-remedy performance groundwater monitoring event performed after the installation of the permeable reactive
barrier (PRB) trenches on site. As part of the PRB trench construction, soil baseline (sidewall) samples were
collected from each trench in November 2021. The samples were submitted for laboratory analysis of benzene,
toluene, ethylbenzene, and total xylenes (BTEX), methyl tertiary butyl ether (MTBE), naphthalene, total petroleum
hydrocarbons as gasoline range organics (TPH-GRO), total petroleum hydrocarbons as diesel range organics
(TPH-DRO), sulfate and total iron and the results were submitted in the CACR.
The Utah DEQ DERR issued a directive on October 5, 2023, following their review of the CACR and requested a
post-corrective action soil sampling plan. In the Work Plan, prepared by Arcadis, four confirmation soil samples
(T-W-N-6_P, T-W-S-5_P, T-C-N-6_P, and T-E-S-7_P) were proposed to be collected at the same depths of the
pre-remedy PRB sidewall locations. Additional investigation at six locations (GPTEX-4, MWTEX-4, GPTEX-2/SB-
1, HA-15, HA-18, and HA-22) were requested by the Utah DEQ DERR in a letter dated January 31, 2024.

Soil Sampling Methodology
Prior to the start of intrusive work, Arcadis marked the proposed soil boring locations with white paint and
obtained a Blue Stakes of Utah 811 ticket for the soil assessment activities. Arcadis retained GPRS, a private
utility locating company, to locate and mark any potential subsurface utilities not marked by the Blue Stakes
program within a 10 foot-diameter perimeter centered on each of the proposed locations.
Between August 12 and 13, 2024, ten (10) soil borings were advanced with a hand auger to pre-determined
depths, based on historical sampled depths, ranging from 4 to 10 feet below ground surface (bgs). The locations
of the soil borings are shown on Figure 2, and soil boring logs are included as Attachment 1.
Soil samples were labeled, placed in sealed plastic sealable bags, immediately placed on ice in a chilled cooler,
and transported to a National Environmental Laboratory Accreditation Program (NELAP)-certified analytical
laboratory under chain-of-custody procedures. A total of 16 soil samples were collected from 15 co-located depth
intervals and analyzed for the following constituents:
BTEX, naphthalene, and MTBE by United States Environmental Protection Agency (USEPA) Method
8260B; and
TPH-GRO and TPH-DRO by USEPA Method 8015;
Sulfate and total iron by USEPA Method 9056A.
In addition, samples were collected for fractional organic carbon (foc) by American Standard Testing Method
D2974. Total petroleum hydrocarbons as oil range organics (TPH-ORO) by USEPA Method 8015 were also
collected from co-located sample intervals, although TPH-ORO is not a historical site contaminant of concern.
Samples were submitted to Pace Analytical National Center for Testing & Innovation under standard chain-of-
custody protocols.
Results Analysis
Analytical results from samples collected as part of the post-corrective action soil assessment are summarized in
Table 1 and presented on Figure 3. The analytical report is included in Attachment 2. Based on site conditions
and because impacts were detected within 30 feet of the property boundary and/or offsite utilities, the ISLs for soil
are considered applicable for soil borings located along the western portion of the site (soil borings T-W-N-6, T-W-
S-5, GPTEX-2/SB-1, HA-15, and HA-22); Tier 1 SLs are applicable for soil borings located within the interior of
the site (soil borings T-C-N-6, T-E-S-7, MWTEX-4, GPTEX-4 and HA-18) that are greater than 30 feet from the
property boundary and/or utilities.
Naphthalene, MTBE, toluene, and total xylenes were not detected or were detected at concentrations less than
the respective ISLs in the post-corrective action soil samples.
The following constituent concentrations were detected in soil borings located within 30 feet of the property
boundary and/or utilities exceeding the Utah LUST ISLs:
- Benzene was detected above the ISL (0.2 milligrams per kilogram [mg/kg]) in two co-located soil
samples, including T-W-N-6 at 6 feet bgs (0.327 mg/kg), and HA-22 at 4 to 5 feet bgs (0.389 mg/kg).
- TPH-GRO was detected above the ISL (150 mg/kg) in five co-located soil samples, including T-W-N-6 at
6 feet bgs (1,960 mg/kg), T-W-S-5 at 5 feet bgs (1,840 mg/kg), GPTEX-2/SB-1 at 4 to 5 feet bgs (1,360
mg/kg), HA-15 at 4 to 5 feet bgs (1,900 mg/kg), and HA-22 at 4 to 5 feet bgs (3,410 mg/kg).

The following constituent concentrations were detected in soil borings located greater than 30 feet from the
property boundary and/or utilities exceeding the Tier 1 SLs:
- TPH-DRO was detected above the Tier 1 SL (5,000 mg/kg) in one co-located soil sample from HA-18 at 4
to 5 feet bgs (7,920 J (estimated concentration) mg/kg).
- TPH-GRO was detected above the Tier 1 SL (1,500 mg/kg) in four co-located soil samples, including T-C-
N-6 at 6 feet bgs (1,760 mg/kg and 2,870 mg/kg [duplicate]), and HA-18 at 4 to 5 feet bgs (10,900 mg/kg),
5 to 6 feet bgs (3,240 mg/kg) and 6 to 7 feet bgs (2,280 mg/kg)
As noted previously, the soil samples were also analyzed for sulfate, iron, and fractional organic carbon. Although
there are no ISLs or Tier 1 SLs corresponding with these constituents, the analytical results are included in Table
1. As noted previously, TPH-ORO is not a historical site constituent of concern and there is not historical data for
comparison. None of the detected concentrations for TPH-ORO exceeded the ISL or Tier 1 SL, as applicable to
the location criteria. Although the concentrations detected at two co-located sample intervals, including MWTEX-4
at 4 to 5 feet bgs (2,240 mg/kg) and HA-18 at 4 to 5 feet bgs 7,920 J mg/kg) were above the ISL for TPH-ORO
(1,000 mg/kg), the applicable standard for these two locations is the Tier 1 SL (10,000 mg/kg) which was not
exceeded. The analytical results are included in Table 1.
Conclusion and Recommendations
The nature and extent of impacts at the site have been adequately characterized in accordance with Utah Code
R311. Recent soil sampling has been completed to evaluate remedial effectiveness at locations of historically
reported exceedances of the Utah LUST ISL and Tier 1 SL. Groundwater sampling conducted following
installation of the PRB activities completed in 2021 demonstrates impacts are decreasing and/or are stable.
The recent soil analysis data indicates that TPH-GRO is the primary constituent that exceeds the Tier 1 SL. In
general, TPH-GRO constituents are preferentially adsorbed in soil organic carbon due to their high octanol-water
partition coefficient (logKow > 5). The fraction of organic carbon (foc) data at the site is significantly higher than
0.01% which indicates that TPH-GRO is sorbed onto the soil organic carbon and less available for bioremediation
to be effective over a short period. Additionally, limited effectiveness for bioremediation in groundwater could be
attributed to the desorption of the constituents sorbed onto the soil organic carbon. The remaining sulfate will
likely support continued degradation of COCs detected in groundwater which will eventually support the reduction
of the soil impacts. Additionally, benzene concentrations that historically exceeded the Utah LUST ISLs are
compared to the current benzene concentrations to calculate a percent reduction. Table 1 summarizes the
reduction percent. Data demonstrate volatile organic compounds are being reduced by the sulfate remedial
technology.
Sulfate concentrations remain elevated; therefore, impacts in soil and groundwater are expected to continually
attenuate.

CASE NARRATIVE
All sample aliquots were received at the correct temperature, in the proper containers, with the
appropriate preservatives, and within method specified holding times, unless qualified or notated within
the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples
have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control
are within established criteria except where addressed in this case narrative, a non-conformance form
or properly qualified within the sample results. By my digital signature below, I affirm to the best of my
knowledge, all problems/anomalies observed by the laboratory as having the potential to affect the

GLOSSARY OF TERMS
Guide to Reading and Understanding Your Laboratory Report
The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not
intended as a comprehensive explanation, and if you have additional questions please contact your project representative.
Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name,
Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and
Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received.
Abbreviations and Definitions
(dry)Results are reported based on the dry weight of the sample. [this will only be present on a dry report basis for soils].
MDL Method Detection Limit.
MDL (dry)Method Detection Limit.
RDL Reported Detection Limit.

Rec.Recovery.
RPD Relative Percent Difference.
SDG Sample Delivery Group.
(S)
Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and
Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be
detected in all environmental media.
U Not detected at the Reporting Limit (or MDL where applicable).
Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes
reported.
Dilution
If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the
standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the
laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the
result reported has already been corrected for this factor.
Limits
These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal
for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or
duplicated within these ranges.
Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control
sample. The Original Sample may not be included within the reported SDG.
Qualifier
This column provides a letter and/or number designation that corresponds to additional information concerning the result
reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and
potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable.
Result
The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was
no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL”
(Below Detectable Levels). The information in the results column should always be accompanied by either an MDL
(Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect
or report for this analyte.
Uncertainty
(Radiochemistry)Confidence level of 2 sigma.
Case Narrative (Cn)
A brief discussion about the included sample results, including a discussion of any non-conformances to protocol
observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will
be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report.
Quality Control
Summary (Qc)
This section of the report includes the results of the laboratory quality control analyses required by procedure or
analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not
being performed on your samples typically, but on laboratory generated material.
Sample Chain of
Custody (Sc)
This is the document created in the field when your samples were initially collected. This is used to verify the time and
date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This
chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the
samples from the time of collection until delivery to the laboratory for analysis.
Sample Results (Sr)
This section of your report will provide the results of all testing performed on your samples. These results are provided
by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for
each sample will provide the name and method number for the analysis reported.
Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and
times of preparation and/or analysis.
Qualifier Description
C3 The reported concentration is an estimate. The continuing calibration standard associated with this data responded low.
Method sensitivity check is acceptable.
J The identification of the analyte is acceptable; the reported value is an estimate.
J1 Surrogate recovery limits have been exceeded; values are outside upper control limits.
J7 Surrogate recovery cannot be used for control limit evaluation due to dilution.
P1 RPD value not applicable for sample concentrations less than 5 times the reporting limit.
V The sample concentration is too high to evaluate accurate spike recoveries.
