Dear Mr. Patten:
Rockwell Solutions, Inc. submits this corrective action plan (CAP) for the above-referenced site.
INTRODUCTION
A release was reported on March 13, 2024 based on laboratory data from soil samples collected during
a line leak repair. On July 15, 2024, free product was detected in three of the four UST basin
observation wells and in MW-1, adjacent to the DEF tank. A subsurface investigation in September
2024 indicated that soil and groundwater contamination is apparently located in and immediately
around the tank basin. Additional definition is needed south of the property across 1500 North. Soil
and groundwater analytical results are shown on Tables 1 and 2, respectively, and a site map is
provided as Figure 1.
SCOPE OF SERVICES
Notification
Neighboring properties will be notified of the work and given the opportunity to comment. A
copy of the public notice is attached and will be distributed when it is approved by DERR.
UST Removal and Excavation at Tank Basin
The USTs will be removed in early March 2025. At that time, apparent impacted soil will be
overexcavated and confirmation samples will be collected along with typical UST closure samples.
Based on subsurface investigations, impacted soil will be minimal. It is estimated that 150-250 cubic
yards of impacted soil will be removed.
Soil confirmation samples will be collected on the walls and floor of the excavation. The samples will
be analyzed for MTBE, benzene, toluene, ethylbenzene, and total xylenes (MBTEXN), and total
petroleum hydrocarbons-gasoline range organics (TPH-GRO) using EPA Method 8260 and TPH-
diesel range organics (TPH-DRO) using EPA Method 8015.

Dewatering
Depth to groundwater is approximately seven feet. Dewatering is necessary for tank
installation. Groundwater in the excavation will be pumped out into an onsite frac tank. After
excavation and tank replacement, groundwater will recharge into the excavation and will be
sampled. The groundwater sample will be collected and analyzed for MBTEXN and TPH-GRO
using EPA Method 8260b, and TPH-DRO using EPA method 8015b.
Groundwater Treatment and Disposal
The water in the frac tank will be treated by air sparging using a large compressor. After laboratory
analysis confirms that the frac tank water meets disposal levels, the treated water will be discharged to
the storm sewer under a Utah Pollutant Discharge Elimination System (UPDES) discharge permit
from the Division of Water Quality.
Disposal
The excavated soil will be taken to ET Technologies soil disposal facility in Salt Lake City.
Backfill
Structural fill shall be placed back into the excavation.
Reports
A final corrective action report will be prepared with analytical results documenting excavation and
disposal of contaminated soil, groundwater removal, treatment, and disposal.

Leaking Storage Tank Petroleum Cleanup Project

The Division of Environmental Response and Remediation (DERR) is planning to oversee the
remediation of petroleum-contaminated soil and groundwater at the above site. The environmental
consultant for this project is Rockwell Solutions, Inc.
Lee’s Roundup #1 is located at 1531 N State Street in Lehi, Utah. A release was discovered/reported at
the site in March 2024.
The underground storage tanks (USTs) will be removed and replaced in March 2025. The proposed
remediation method is excavation and soil disposal and groundwater removal and treatment. The
following tasks will take place:
1) Excavate impacted soil from the tank basin fill and native soil surrounding the tank basin. Figure
1 shows the location of the USTs.
2) Haul off and dispose of the impacted soil
3) Dewater the excavation, storing the impacted groundwater in 18,000-gallon frac tanks
4) Treat the groundwater in the frac tank with air sparging to remove hydrocarbons
5) Discharge treated water to the storm sewer under a Division of Water Quality UPDES permit
Remediation activities are planned to begin in early March 2025 and will take approximately one
week to complete.

City (address below; office hours 8:00 a.m. to 5:00 p.m., Monday through Friday). For additional
