HomeMy WebLinkAboutDSHW-2025-000559January 30, 2025 Guy Partch and Christy Miller, Barr Engineering, Co. 170 South Main Street, Suite 500 Salt Lake City, UT 84101 RE:Acknowledgment of the Technical Memorandum, Groundwater Monitoring Well Abandonments and Replacements Big West Oil, North Salt Lake RefineryEPA ID UT045267127 Dear Mr.Partch and Mrs. Miller: The Division of Waste Management and Radiation Control (Division) has received the Technical Memorandum, GroundwaterMonitoring Well Abandonments and Replacements (Technical Memorandum) at the Big West Oil, North Salt Lake Refinery (Site) dated January 27, 2025, by Barr Engineering Co. (Barr) on behalf of Big West Oil, LLC (BWO). In 2023, BWO discussed the removal of 14 groundwater monitoring wells to facilitate development along the western and southern portions of the Site. It was agreed that nine of the monitoring wells would be replaced. The Technical Memorandum outlines the abandonment and/or replacement of the agreed upon monitoring wells.Soil samples were collected to determine if any new source material was located in the vicinity of the newly installed monitoring wells. Several constituents of potential concern (COPCs) were detected in soil. However, none of the COPCs were observed above the Environmental Protection Agency (EPA) Industrial Regional Screening Level (RSL) or Division approved RFI I site-specific Risk Assessment Background Threshold Values (DSHW-2021-026166). The abandonment and replacement were performed in accordance with the Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) Phase II Work Plan (DSHW-2019-009381), the Division approved Well Replacement Plan (DSHW-2023-212272), and the Division approved modification to the RFI II (DSHW-2023-205090) which allows for soil screening with only a photoionization detector (PID).
