Wasatch Peaks Ranch Water System
INTRODUCTION AND PURPOSE
The purpose of this memorandum is to provide explanation of the accompanying construction drawings of
the Wasatch Peaks Ranch Plat 3C Water Distribution. The water plans are being submitted for approval
from the Utah Department of Environmental Quality (UDEQ). The goal for the project is to begin
construction in the Spring of 2025.
BACKGROUND
The proposed Wasatch Peaks Ranch (WPR) Development is a 15.1 square mile development northeast
of Salt Lake City within Morgan County, Utah. The project will include a private low-density residential
community with private recreational amenities. The project is zoned as a Resort Special District (RSD)
and approved for up to 750 equivalent residential connections (ERC). The residential and commercial
developments and associated infrastructure will be developed in phases beginning in mid-2020. The
project is being completed by WPR Development Company and the associated infrastructure to support
the development includes water and sewer systems in addition to roadways, dry utilities, and drainage
improvements. This submittal is a portion of the water system that will be further described below. Plat
3C of the development includes 8 lots all of which will be serviced via the distribution mains within this
plan set.
WATER SYSTEM
The proposed water system includes a raw water system and distribution system. The raw water system
is generally composed of groundwater wells, well header piping, transmission main, pump stations and
associated storage tanks, and additional raw water piping. The raw water system delivers raw well water
to the development to serve the distribution system and the snowmaking and golf course irrigation
systems. The distribution system will chlorinate the raw well water and then deliver potable water
throughout the development. The components of the distribution system are a chlorination system, pump
station, water storage tank, distribution piping, and pressure reducing vaults (PRVs). The various water
system components will be constructed in phases as development continues.

The water system Exchange Application was approved in Fall 2020. The Transmission Main Part 1 plan
set permit number DDW-2020-015220 was previously approved on July 13, 2020. The Transmission
Main Part 2 plan set permit number DDW-2021-008264 was previously approved on March 23, 2021.
Pump Station 1 and Tank 1 plan set permit number DDW-2021-015492 was previously approved on June
16, 2021. Pump Station 2 and Tank 2 plan set permit number DDW-2021-015510 was previously
approved on June 16, 2021. Pump Station 3 and Tank 3 plan set permit numbers DDW-2021-015518 and
DDW-2021-016180 were previously approved on June 16, 2021. The Transmission Main Part 3 plan set
permit number DDW-2021-025164 was previously approved on September 13, 2021. Tank 4 plan set
permit number DDW-2024-033062 was previously approved on October 19, 2021. Plat 1 Water
Distribution plan set and WPR Water Improvement plan set permit number DDW-2021-038990 were
previously approved on November 17, 2021. Plat 2A Water Distribution plan set permit number DDW-
2022-022629 was previously approved on May 31, 2022. Plat 5-Ridge Road Water Distribution plan set
permit number DDW-2023-035645 was previously approved on August 8, 2023. Plat 3A Water
Distribution plan set permit number DDW-2023-040355 was previously approved on November 2, 2023.
This submittal consists of construction drawings for Plat 3C of the water distribution system. The
remaining components associated with the water system will be submitted separately to UDEQ.
The entire water distribution system was modeled to meet all UDEQ requirements, and a report was
approved by DDW on March 23, 2021. Plat 3C will be supplied water from Plat 3A through a future
booster pump station that will pump water to a future ground storage tank through a portion of
transmission line proposed in the Plat 3C Water Line construction drawings. From this future tank, the
water will be distributed to the lots within Plat 3C and future portions of the development for water service
and fire flow. The future booster pump station and the future ground storage tank are in separate
construction documents and will be submitted in the future. The intent of the Plat 3C Water Line
construction drawings is to provide water service and fire flow to the proposed lots within Plat 3C of the
WPR development. The Plat 3C Water Line plans also include PRVs to limit pressure in the system to
150psi, the maximum specified in UDEQ guidelines. Attached is an Overall Water System Schematic for
a visual representation of the different components of the proposed water system and their respective
construction document package status.
