The letter explained PacifiCorp’s intent to reconstruct sections of existing access roads at the Carbon Power Plant location and install improved stormwater control structures along those roads. It further stated that during construction, it is anticipated that coal combustion residuals (CCR) from historic operations at the Carbon Power Plant will be encountered and excavated in preparation for the installation of the improved stormwater control structures. PacifiCorp requested that any excavated and removed CCR be allowed to be transported to and permanently stored at its Hunter Power Plant CCR Landfill near Castle Dale, Utah. The Division has reviewed this request and consulted with the Division of Environmental Response and Remediation (DERR) on this subject. Based on our review and our discussion with DERR staff, the Division accepts your request to transport excavated CCR from PacifiCorp’s Carbon Power Plantlocation to itsHunter Power Plant CCR Landfill. Please notify the Division of the timeframes you anticipate when these events will occur. If you have any questions, please call Matt Sullivanat(385) 454-8012. Sincerely, Douglas J. Hansen,Director Division of Waste Management and Radiation Control DJH/MBS/[???] c:Brady C.
