Page 1 ATLAS February 19, 2024 Mr. Hong Lei Tao Utah Department of Environmental Quality Division of Environmental Response and Remediation 195 North 1950 West Salt Lake City, Utah 84114-4840 SUBJECT: Groundwater Monitoring Report Former Wiles Oil 8370 South State Street Midvale, Utah Facility ID #4001272 UST Release Site LDA Work Assignment LDA-14 UDEQ Technical Services Contract #216364 Dear Mr. Tao: Please find attached the Groundwater Monitoring Report for the above referenced site. INTRODUCTION On November 29 and 30, 2023, Atlas Technical Consultant (Atlas) conducted a groundwater monitoring event at the former Wiles Oil property located at 8370 South State Street, Midvale, Utah (see Figure 1, Site Map). The work was performed on behalf of the Utah Department Environmental Quality, Division of Environmental Response and Remediation (DERR) under Work Assignment LDA-14. GROUNDWATER MONITORING FIELD PROCEDURES The field and laboratory procedures utilized to collect the information presented in this report are discussed in the following sections. Field Parameters, Well Purging Procedures, and Chemical Analysis The approved work plan included sampling monitoring wells MW-1, MW-2, MW -3, MW -4, MW- 5, MW -7, MW -8, MW-9, MW-11, MW-12, MW-13, MW -14, MW -15, and MW-16. However, MW- 11 contained free product (0.02 ft.), and MW -2, MW-4, MW-9 and MW -12 were dry; therefore, these wells were not sampled. Prior to well purging, groundwater depths were measured in each well using an electronic water level/free product interface probe. The water level/free product interface probe was decontaminated between each well with an Alconox detergent wash and tap water rinse. Following field parameter measurements, the monitoring wells to be sampled were purged a minimum of three well volumes or until dry using new, factory-sealed, disposable PVC bailers. 358 South 700 East, B518 Salt Lake City, Utah 84102 Office: 801.935.4917 www.oneatlas.com Page 2 ATLAS Following the purging process, the wells were allowed to recharge to within 95 percent of the pre-purge water level and then sampled. The samples were transferred to appropriate containers and immediately placed on ice in an insulated cooler and then transported under chain-of-custody documentation to a Utah-certified laboratory for analysis. The groundwater samples were analyzed for methyl t-butyl ether, benzene, toluene, ethyl benzene, total xylenes, naphthalene (MBTEXN) using EPA Method 8260; and total petroleum hydrocarbons as gasoline (TPH-GRO), and TPH as diesel (TPH-DRO) using EPA Method 8015. A duplicate sample was also collected from MW-5. Field Parameter and Chemical Analysis Results Field parameter measurements are presented in Table 1. Groundwater elevation data collected during the November 2023 event indicated that depth to groundwater ranged from 60.87 feet below grade in MW-1 to 103.44 feet below grade in MW-13. Given the wide variance in depth to groundwater elevation an accurate groundwater gradient map could not be generated using all of the well locations. Information obtained from previous reports prepared for the site indicate that monitoring wells MW -1 though MW-7, MW-11, MW-12, MW-14, and MW-16 all terminate above approximately 72 feet below grade, monitoring wells MW-8 and MW-9 terminate near 84 feet below grade, and monitoring wells MW-13 and MW-15 terminate near 110 feet below grade. In order to prepare a groundwater gradient map (Figure 2) for the November 2023 event only wells screened in the upper portion of the surficial aquifer were utilized. The data indicate that groundwater gradient appears to be toward the north/northeast, with a gradient of approximately 0.012 ft/ft measured between MW-1 and MW-14. The November 2023 laboratory results for the samples collected from the monitoring wells indicated no detection of MBTEXN or TPH-GRO above their respective laboratory reporting limits. TPH-DRO was detected in monitoring well MW-3 at a concentration of 2.8 mg/L which is below the Tier I Screening Level of 10 mg/L. TPH-DRO was not detected in any of the remaining wells sampled. The groundwater laboratory results are summarized in Table 1 and a copy of the laboratory report and chain of custody are included in Appendix A. CONCLUSIONS AND RECOMMENDATIONS During the monitoring event free product was measured in MW-11 at a thickness of 0.02 ft. The laboratory data collected during the November 2023 groundwater monitoring event indicate TPH-DRO was detected in MW -3. No other petroleum constituents were detected above their respective laboratory reporting limits in the monitoring wells sampled. Review of the data indicate that free product is still present beneath the site and that benzene and MTBE impacts were consistently measured off-site in MW-17 above ISLs before the well was destroyed during road construction activities along State Street. Before this site can be evaluated for closure, Atlas recommends that MW-17 be replaced to evaluate current off-site conditions and upon replace of the well, a semi-annual groundwater monitoring program be implemented for at least one year. Our services consist of professional opinions and recommendations made in accordance with generally accepted geotechnical and environmental engineering principles and practices. one milligram per liter or 1 mg/kg = one milligram per kilogram = 1 part per million. 1 ug/L = one microgram per liter or 1 ug/kg = one microgram per kilogram = 1 part per billion. 1 ng/L = one nanogram per liter or 1 ng/kg = one nanogram per kilogram = 1 part per trillion. On calculated parameters, there may be a slight difference between summing the rounded values shown on the report vs the unrounded values used in the calculation.
